Created MDA and authorized non-standard Acquisition and requirements generation - DoD Directive , missile defense Agency (Sep 09). Delegated many Acquisition responsibilities to MDA Director - SecDef Ballistic missile Review Report (Feb 10). no benefit in bringing MDA into the JCIDS or the full DoD Acquisition processes at this time.. What did we do to implement this authority? - Created robust yet flexible Acquisition oversight process (2010 to present).

3 - Developed Acquisition Policy and Processes Consistent with DoD policies, tailored from DoD Instruction Defined Acquisition phases and phase transition approval process (TBR and DBR). MDA Director Responsibilities1. - The Director, MDA, under the authority, direction, and control of the USD(AT&L), is responsible for the BMDS programmatic policy and research and development of the BMDS.
