7 This publication is an adminis-trative revision. The portions affected by this administrative revision are listed in the summary of This regulation provides De-partment of the army policy, criteria, and administrative instructions concerning indi-vidual Military decorations, army Good Conduct Medals, service medals and rib-bons, combat and special skill badges and tabs, unit decorations, trophies, and similar devices awarded in recognition of accom-plishments. It prescribes the policies and procedures concerning army Awards to foreign Military personnel and foreign decorations to army This regulation applies to the Regular army , the army National Guard/ army National Guard of the United States , and the army Reserve, unless otherwise stated.

8 It also applies to retired Military personnel of all branches, foreign Military personnel, and Department of De-fense Civilians, as and exception proponent of this regulation is the Dep-uty Chief of Staff, G 1. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval au-thority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency, in the grade of colonel or the civilian equivalent. Activ-ities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activ-ity s senior legal officer.

9 All waiver re-quests will be endorsed by the commander or senior leader of the requesting activity and forwarded through their higher head-quarters to the policy proponent. Refer to AR 25 30 for specific internal control process. This regulation contains internal control provi-sions in accordance with AR 11 2 and identifies key internal controls that must be evaluated (see appendix G).Supplementation. Supplementation of this regulation and establishment of com-mand and local forms are prohibited with-out prior approval of the Deputy Chief of Staff, G 1 (DAPE MP), 300 army Penta-gon, Washington, DC 20310 0300.
