5 Summary. This regulation covers the management, operational utilization, train-ing, and command and control of Army Military Working Dogs. This revision adds the standardization of the certification pro-cess, requirement for personnel to possess official passports, equipment sets and budget requirements. Applicability. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the Army Reserve, unless otherwise stated. It also applies to the De-partment of the Army Civilian Police and contracted personnel supporting domestic or overseas contingency operations in sup-port of the United States Army - under Fed-eral jurisdiction - with the exception of im-port requirements.

6 Army Military Working Dogs are not subject to State or host nation law. It applies to all Army personnel who are involved in the care, training, and em-ployment of Military Working Dogs. Por-tions of this regulation that prescribe spe-cific conduct are punitive, and violations of these provisions may subject offenders to punitive action under the Uniform Code of Military Justice. Proponent and exception authority. The proponent of this regulation is the Provost Marshal General. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations.

7 The proponent may delegate this approval au-thority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency, in the grade of colonel or the civilian equivalent. Activ-ities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activ-ity s senior legal officer. All waiver re-quests will be endorsed by the commander or senior leader of the requesting activity and forwarded through their higher head-quarters to the policy proponent.

8 Refer to AR 25 30 for specific guidance. Army internal control process. This regulation contains internal control provi-sions in accordance with AR 11 2 and identifies key internal controls that must be evaluated (see appendix C). Supplementation. Supplementation of this regulation and establishment of com-mand and local forms are prohibited with-out prior approval from the Provost Mar-shal General (DAPM MPO), 2800 Army Pentagon, Washington, DC 20310 2800. Suggested improvements.
