It also implementsportions of Department of Defense Direc-t i v e 7 7 3 0 . 4 7 t h a t a p p l y t o d i s p o s i t i o n s .This regulation was published in Volume7 0 , F e d e r a l R e g i s t e r , p . 1 8 9 6 9 ( 7 0 F R18969) on 5 April This regulation applies tot h e A c t i v e A r m y , t h e A r m y N a t i o n a lGuard/Army National Guard of the UnitedStates, and the Army Reserve unlessotherwise stated. Also, this regulation ap-plies to persons who serve in, or em-ployed by, the Military Services and theDefense Logistics Agency; are subject tot h e m o t o r v e h i c l e r e g i s t r a t i o n r e q u i r e -ments in chapter 3; and are permitted todrive Motor vehicles on Military installa-tions.

5 This regulation also applies to Re-s e r v e C o m p o n e n t p e r s o n n e l o f a l l t h eServices who operate privately owned ve-hicles on Military installations. Adminis-trative actions outlined in paragraphs 2 1t h r o u g h 2 7 , w i t h i n , a p p l y t o t h e U . S .Army Reserve personnel on active duty,active duty for training, and in an inactiveduty training status. Chapter 3 of this reg-ulation may be applied to State operatedor State owned Army National Guard in-stallations at the discretion of the control-l i n g S t a t e A d j u t a n t G e n e r a l , f o r t h epurpose of issuing DD Form 2220 (De-partment of Defense Registered Vehicle )a n d a c c e s s t o t h e V e h i c l e R e g i s t r a t i o nSystem for tracking DD Form 2220.

6 Dur-i n g m o b i l i z a t i o n , c h a p t e r s a n d p o l i c i e sc o n t a i n e d i n t h i s r e g u l a t i o n m a y b and exception proponent of this regulation is theProvost Marshal General. The proponenthas the authority to approve exceptions orwaivers to this regulation that are consis-tent with controlling law and proponent may delegate this approvalauthority, in writing, to a division chiefwithin the proponent agency or its directreporting unit or field operating agency oft h e p r o p o n e n t a g e n c y , i n t h e g r a d e o fcolonel or the civilian equivalent. Activi-ties may request a waiver to this regula-t i o n b y p r o v i d i n g j u s t i f i c a t i o n t h a tincludes a full analysis of the expectedbenefits and must include formal reviewby the activity s senior legal officer.

7 Allwaiver requests will be endorsed by thecommander or senior leader of the requ-e s t i n g a c t i v i t y a n d f o r w a r d e d t h r o u g ht h e i r h i g h e r h e a d q u a r t e r s t o t h e p o l i c yproponent.
