2 O Assigns responsibility to the Commanding General, Army InstallationManagement Command and garrison commanders for securing arms, ammunition, andexplosives (para 1-4).o Assigns responsibilities and provides procedures for the Security of armsduring initial entry training (para 1-4).o Assigns responsibility to the Commanding General, Army Training andDoctrine Command to enforce procedures for Security of weapons and ammunitionassigned to initial entry training Soldiers (para 1-4).o Assigns responsibilities and provides guidance on the submission of physicalsecurity waivers and exceptions to the standards of this regulation (para 2-4).

3 O Provides guidelines for the Security of ammunition and explosives deployed tothe field for training or operational purposes (para 2-5).o Authorizes commanders to delegate responsibilities for conducting backgroundchecks of personnel who have access to Army arms, ammunition, and explosivesto directors/managers who are responsible for the supervision of thepersonnel and the arms, ammunition, and explosives (para 2-11).o Assigns responsibilities to persons issued or in possession of arms (para 4-1).o Revises table Authorizes the use of portable armories (para 4-2).

8 D u r i n g m o b i l i z a t i o n ,p r o c e d u r e s i n t h i s p u b l i c a t i o n c a n b em o d i f i e d t o s u p p o r t p o l i c y c h a n g e s a and exception proponent of this regulation is TheProvost Marshal General. The proponenthas the authority to approve exceptions orwaivers to this regulation that are consis-tent with controlling law and proponent may delegate this approvalauthority, in writing, to a division chiefwithin the proponent agency or its directreporting unit or field operating agency, inthe grade of colonel or the civilian equiv-alent.

9 Activities may request a waiver tothis regulation by providing justificationthat includes a full analysis of the ex-pected benefits and must include formalreview by the activity s senior legal offi-cer. All waiver requests will be endorsedby the commander or senior leader of therequesting activity and forwarded throught h e i r h i g h e r h e a d q u a r t e r s t o t h e p o l i c yproponent.
