4 It prescribes policies, proce-dures, and guidance to plan and implementthe Department of the Army Physical Secu-rity Program , to include the functions andmembership of the Department of the ArmyPhysical Security Review Board, and the De-p a r t m e n t o f t h e A r m y P h y s i c a l S e c u r i t yEquipment Action Group. It provides generalg u i d a n c e c o n c e r n i n g r e q u i r e m e n t s f o r a n duse of Physical Security equipment; the ap-pointment of Physical Security officers andi n s p e c t o r s ; p h y s i c a l s e c u r i t y c r e d e n t i a l s ,i d e n t i f i c a t i o n c a r d s a n d b a d g e s ; r e s t r i c t e dareas; and Security This regulation applies to allunits of the Active Army, the Army NationalGuard, the Army Reserve, and the Re-serve Officers Training Corps when in Fed-e r a l S e r v i c e t h a t c o n t r o l , m o v e , s t o r e ,m a i n t a i n , o r s e c u r e A r m y m a t e r i e l , e q u i p -ment, and personal property unless exemptedby other regulations.

5 This publication appliesduring partial and full r o p o n e n t a n d e x c e p t i o n a u t h o r i t y .The proponent of this regulation is the Dep-uty Chief of Staff for Operations and Deputy Chief of Staff for Operations andPlans has the authority to approve exceptionsto this regulation that are consistent with con-trolling law and regulation. The Deputy Chiefof Staff for Operations and Plans may dele-gate this authority in writing to a divisionchief within the proponent agency who holdsa grade of colonel or the civilian h e a p p r o v a l a u t h o r i t y w i l l c o o r d i n a t e a l lquestions regarding the scope of authority toapprove exceptions with HQDA(DAJA AL),WASH, DC 20310 r m y m a n a g e m e n t c o n t r o l p r o c e s s.
