2 PHS&Tconsumes ameasurable percentage of overall cost and is,therefore, asignificantelement of life cycle investment. Thus, PHS&T is a keyingredient in integrated logistics PES6T system is essential in optimizing the parent degree to which PHS&T suboptimizing contributes to optimizing the systemis directly dependent upon the management emphasis received during allphases of the life :--------------------------- 1 Implementalion-------------------------- --------1 Tailoring------------------------------- --------1 APPLICABLE DOCUMENTS------------------------------ 1 Government documents---------------------------- ISpecifications, standards , and handbooks-------- 1 Other government documents, drawing, andpublications------------------------- -----------3 Other publications---------------------------- --3 Order of precedence-----------------------------4 Source of documents-----------------------------4 Government specifications, standards , andhandbooks---------------------------- -----------4 Other Government documents---------------------- 4 Sources of non-Government documents------------- 4 American Railway Engineering Association-------- 4 Federal Highway Administration Office----------- 4 DEFINITIONS----------------------------- ----------4 Baselines------------------------------- --------4 Configuration item (HI)

9 Purpose. This STANDARD establishes uniformpackaging, handling, storage, and transportability (PHS6T) program management Implementation. Thisstandardshall be used inpreparingrequirementsincluded in contractual documents, systern anagement Plans ,integrated logistics support Plans (ILSPS), integrated support Plans (ISPS),packaging management Plans , and transportability Tailoring. Theoverall requirements ofthis STANDARD must betailored by the requiring authority, giving consideration to the followingfactors; Exploration (CE),Demonstration andValidation(D&V), Full Scale Development (FSD),and Production andDeployment (P&D). of system or system components--In a practical sense, forexample, a hazardousitem such as a guided missile will requiremoredetailed control than will a modified commercial off-the-shelf item. Intailoring, the depth and level of effort required for each task and dataexpected must be and category of the acquisition program--Whether programis for major systernor small program.
