2 Procedures for certification offire training programs.(a) Certification of fire training programs in basicfire training, in-service fire training, advanced in-servicefire training, and promotional supervisory training shallbe obtained in accordance with the following subdivi-sion.(b) An application for certification of a basic firetraining program shall be submitted to the State FireAdministrator by the chief fire official of a municipalityor his designated representative. Such application shallbe in writing in a form acceptable to the State FireAdministrator and shall include: (1) the name and qualifications of the municipaltraining officer required by section of this Part;(2) the names and qualifications of those municipalfire instructors, if any, described in section this Part who will be used in the basic fire trainingprogram.

3 (3) a completed copy of the probationary firefightercurriculum outline prescribed by the State FireAdministrator and, where locally developed lessonplans and materials are used, one copy of such lessonplans and materials, and copies of local rules andregulations, to the extent used, and where theFirefighter Apprenticeship Training program of theDepartment of Labor/International Association ofFirefighters is used to fulfill Minimum basic trainingsubject requirements, a copy of the letter issued tothe fire department by the new york State Depart-ment of Labor evidencing enrollment in a firefighteror fire medic apprenticeship program;(4) a description of the facilities and equipment tobe used to conduct the basic fire training program;(5) a description of the recordkeeping system to bemaintained to verify a student's completion of therequirements of Part 426 of this Chapter whichsystem shall include, but not be limited to, the studentenrollment card and the probationary firefightertraining record prescribed by the State Fire Adminis-trator, and copies of the evaluation instruments andprocedures to be used to attest that a student hasattained that level of performance established by themunicipality for its Firefighting Personnel ; and(6) a description of the physical fitness trainingprogram to be used to develop and maintain thephysical fitness necessary to perform the duties ofa firefighter.

4 Certification shall be issued after the State FireAdministrator determines that such application iscomplete, and that the basic fire training programdescribed therein meets or exceeds the requirementsof Part 426 of this Chapter. Amendments to the basicfire training program for the coming calendar year shallbe submitted to the State Fire Administrator before thefirst of November preceding. When the amendmentsare determined by the State Fire Administrator to meetPage 2 / NYCRR Part 427 Minimum Standards for Firefighting Personnel Administrative Proceduresor exceed the requirements of Part 426 of this Chapter,certification shall be continued to the program asamended.(c) An application for certification of an in-servicefire training program shall be submitted to the StateFire Administrator by the chief fire official of a munici-pality or his designated representative.

5 Such applicationshall be in writing in a form acceptable to the State FireAdministrator and shall include:(1) the name and qualifications of the municipaltraining officer required by section of this Part,if not previously submitted;(2) the names and qualifications of the municipalfire instructors, if any, described in section this Chapter who will be used in the in-servicefire training program;(3) an outline of the in-service fire training program,indicating the course format to be employed in eachof the subject areas of the Standards prescribed bysection of this Chapter, together with support-ing lesson plans and materials;(4) a description of the facilities and equipment tobe used to conduct the in-service fire training pro-gram; and(5) a description of the recordkeeping system to bemaintained to verify a student's completion of therequirements of Part 426 of this Chapter, and copiesof the evaluation instruments and procedures to beused to attest that a student has attained that levelof performance established by the municipality forits Firefighting shall be issued after the State FireAdministrator determines that such application iscomplete, and that the in-service fire training programdescribed therein meets or exceeds the requirementsof Part 426 of this Chapter.

6 In-service fire trainingprograms shall be submitted annually for review bythe State Fire Administrator. Facilities and equipmentrequired for fire training review of facilities and equipment may beconducted by the State Fire Administrator or his repre-sentative. Procedures for instructorcertification.(a) Certification of instructors in standard and specialcategories shall be obtained in accordance with subdivi-sions (b) and (c) of this section, respectively. (b) An application for standard certification, by orin behalf of an instructor, shall be submitted to the StateFire Administrator. Such application shall be in writingand shall contain the name of the applicant and suchadditional information as will attest that he has met therequirements of section of this Chapter.(c) An application for special certification shall besubmitted in behalf of an instructor by the chief fireofficial of a municipality or his designee.

7 Such applica-tion shall be made in writing to the State Fire Adminis-trator and shall contain the name of the nominee, theproposed subject of special certification, and a descrip-tion of the special skills, knowledge or abilities whichqualify him to teach the designated subject.(d) The chief fire official shall designate a municipaltraining officer. Such municipal training officer shall:(1) be a standard certified instructor, level II;(2) direct the fire training programs of the municipal-ity;(3) assure that the fire training programs under hisdirection conform to the requirements of this Partand Part 426 of this Chapter; and(4) attest to a student's completion of the respectivefire training program.(e) The chief fire official or the municipal trainingofficers may designate persons as municipal fire instruc-tors.

8 Such municipal fire instructors shall:(1) be a standard or special certified instructor; and(2) assure that the course taught by him or underhis supervision conforms to the requirements of thisPart and Part 426 of this Chapter.(f) Instructors teaching a new york State fire train-ing course shall:(1) be standard certified instructors; and(2) be certified by the State Fire Administrator toteach the particular course. Use of new york State fire training courses shallcomply in all respects with the administrative proce- Minimum Standards for Firefighting Personnel Administrative ProceduresNYCRR Part 427 / Page 3dures State fire training program prescribed by theOffice of Fire Prevention and Control. Basic training time 18-month period established by section ofthis Chapter is the permitted maximum. Within a givenmunicipality, actual time for completion may be furtherlimited.

9 Procedures for basic firetraining.(a) Upon initial appointment of a probationary ornonpermanent firefighter, the municipal training officershall file with the State Fire Administrator a completedstudent enrollment card, prescribed by the State FireAdministrator, for each appointee.(b) Completion of the Minimum basic fire trainingprogram must be verified on the probationary firefightertraining record prescribed by the State Fire Administra-tor. A completed copy thereof must be filed with theState Fire Administrator prior to a student s permanentappointment as a firefighter. As individual trainingitems are completed by a student they shall be verifiedon the training record by the standard or special certi-fied instructor who taught or supervised that of the entire program shall be verified bythe municipal training officer or chief fire official.

10 Procedures for in-service of in-service fire training by permanentlyappointed firefighters below company officer gradeshall be reported in writing annually to the State FireAdministrator at the end of the municipal trainingperiod. After receipt of such report and having deter-mined that the requirements for in-service training havebeen satisfied, the State Fire Administrator shall sendcertificates of completion to the chief fire official forhis signature and distribution. Fire chiefs and trainingofficers, when filing annual student training records,shall indicate the appropriate reason that an individualmember is exempted from in-service training require-ments as provided in section (b) of this Title. Procedures for advancedin-service fire training.(a) Firefighting Personnel demonstrating minimumtechnical expertise in specialized knowledge/skills areasestablished by this section may acquire certificationin such advanced specialty.
