2 INTRODUCTIONS Introductions were made of the Officers and Members. Carolyn welcomed the following new MCHRMA members; Melissa Sanoski (Morrison), Jackie Koivisto (Pine), Shawn Johnson (Wright), Carol Kritzer (Rice), Donna Rickeman (McLeod); Jodi Coleman (Sibley) and Jennifer Schroeder (Cass) APPROVAL OF AGENDA Motion Susan Skattum (Rock), seconded by Melissa Cushing (Goodhue), to approve the October 5, 2017 MCHRMA Business Meeting Agenda as presented. The motion carried. LEGISLATIVE UPDATE AMC Policy Analyst Matt Hilgart gave a legislative overview Matt suggested that MCHRMA members subscribe to the Morning Report by Blois Olson as it contains great legislative information. He also reported issues of interest over the next couple of years: Veterans Preference, PERB, defined contribution alternatives for young employees, Paid family leave, MN Merit, Pay Equity. 2016 MCHRMA Spring Minutes APPROVAL OF MINUTES Motion by Jim Gottschald (St.)

3 Louis), seconded by Becky Kofoed (Polk), to approve the April 20, 2017 MCHRMA Spring Business Meeting Minutes as presented. The motion carried. FINANCIAL REPORT MCHRMA President Carolyn McDonald gave the financial report as the Treasurer position is vacant due to Connie Mikrot no longer working for Pine County. The Financial Statement as of 9/30/2017 has a balance of $36, The Technical day income was $4,750. Only $4,250 is recorded on the financial statement because there are unpaid invoices. As the checks are received the income will be recorded on the statement. The total loss for the Technical Day was $1, and that is split with MACA. MOTION by Kristina Kohn (Fillmore), seconded by Julie Johnson (Steele) to approve the September 2017 MCHRMA Financial Statement as presented. The motion carried. MISCELLANEOUS ITEM UPDATE Merit System Research Committee Update: Jamie Haefner tried to work on legislation last year to drop MERIT at the local level instead of the state level.

4 Will post Nicollet County handbook to the MCHRMA website, she will also ask Crow Wing and Otter Tail for their documents to be posted as well. Once she got the ball rolling it was a painless process. Legislative Testimony Training Day: Was held last October and it was excellent training. Carolyn has asked AMC to provide the training again this fall and it has been scheduled for November 6th. Members are encouraged others to attend the training as MCHRMA would like to be more active legislatively. Mitchell Hamline School of Law: HR Certificate program has stepped up with AMC Carolyn attended earlier this year and it was a wonderful experience SPRING 2018 CONFERENCE PLANNING The MCHRMA 2018 Spring Conference will be held April 19-20, 2018 and will be held at the St. Cloud Kelly Inn. MACA/MCHRMA Workshop 2018 Due to the increased training opportunities through AMC, MCHRMA will not be holding a summer workshop in 2018. ELECTION OF OFFICERS President Carolyn McDonald reported that the MCHRMA Bylaws state that the election of officers will be done at the MCHRMA Fall Business meeting with the term beginning on the following January 1 and her term as President is up at the end of this year.

5 She reported that Sunny Hesse, Connie Mikrot left all left county government, which leaves the Secretary, Treasurer positions on the Executive Committee open. Motion by Jamie Haefner, seconded by Cathy Feste ( ) to adopt the following slate of officers for 2018: 2018 PROPOSED EXECUTIVE COMMITTEE President: Sue Skattum (Rock) Vice President: Peter Brown (Redwood) Secretary: Becky Kofoed (Polk) Treasurer: Sue Luing (Nobles) Past President: Carolyn McDonald (Lyon) Member at Large: Lynn Hart (Itasca) Member at Large: Sherry Roth (Mower) Motion by Jamie Haefner (Lyon), seconded by Cathy Feste (Pipestone), to approve the proposed 2018 Executive Committee membership as presented above. The motion carried. 2016 MCHRMA Spring Minutes Outgoing MCHRMA Executive Committee member, Past President Jamie Haefner (Nicollet) was thanked for her dedication and service on the MCHRMA executive committee. PRESIDENT S AWARD Susan Skattum (Rock) presented Carolyn McDonald (Lyon) with an award in recognition for all of her hard work in serving as MCHRMA President this past year.

6 Melissa Cushing suggested that MCHRMA should consider having a legislative liaison member on the executive committee. She also recommends that the executive committee not be charged conference fees. These items will be placed on the Spring Conference Agenda and to be voted on annually so that the budget is in consideration.
