Butler, Installation Safety Office Area of consideration : Okinawa Wide (MLC/IHAs employed in Okinawa) MLC/IHA Closing date: 14 Jan 22 Summary of duties: Serves as the subject matter expert for the performance of inspection and testing of the Weight Handling Equipment (WHE) in categories I.

4 II, III. And IV as prescribed by OSHA standards and the NAVFAC P-307. Maintains WHE publications library, updates standard operating procedures, checklists, and equipment history files for all equipment in both English and Japanese. Provides technical expertise and review of inspection reports, specifications, and technical instructions in English and Japanese to assure necessary standards of quality and reliability are maintained for audit requirements as set forth in NAVFAC P-307. Coordinates with original equipment manufacturer, in both English and Japanese, to obtain technical advice for inspection and repair of equipment. Interacts directly with military personnel, Department of Defense employees, local national employees and contractors to gather information on crane usage, operational issues, and training requirements reporting information to the Program manager.

5 All inspection and testing is accomplished and properly documented by the incumbent to ascertain the performance of equipment conforms to safety and operational requirements. Ensures all equipment operates efficiently and is in compliance by inspection, testing, and certification of all end-user owned WHE in accordance with applicable requirements. Serves as the Navy Crane Center authorized Instructor responsible for developing, revising and adapting assigned courses; presenting courses to local national employees and contractors in both English and Japanese throughout MCIPAC installations in Japan. Develops and coordinates detailed training schedules as appropriate for assigned tenants and activities. Certifies prospective operators and tracks recertification dates for completed training. Performs oversight and ensures compliance for contractors operating wide variety of WHE at MCIPAC-MCB Butler.

6 Plans, schedules and conducts on-site inspection of WHE processed by contractors to ensure the operations are in accordance with NAVFAC P-307 and Japanese Industrial Standard etc. Qualification Requirements 1. Must be able to speak, write, and read English at the minimum proficiency level equivalent required by this Position (LPL-3 or above). 2. Must be advanced in the use of MS Excel, PowerPoint, Access and Word. 3. Must have knowledge of the internet and be able to conduct research on various data. 4. Must have comprehensive knowledge of inspection and testing of Weight Handling Equipment (WHE) and Safe Crane Operations. 5. Must be able to speak, write and read English and Japanese proficiently. 6. Must have be completed some or all of the below Naval Crane Center (NCC) training courses: Certifying Official, Load Test Director, Mechanical Crane Inspector, Mobile Crane Mechanic, Rigging Gear Inspection, Rigging Practices, Category 3 Non-Cab Operated Crane Safety, Category 4 Crane Safety, Electrical Crane Inspector, General Crane Safety, Contractor Crane Awareness, Crane Electrician, Crane Mechanic, Authorized Instructor for Category 3 Non-Cab Operated Crane Safety Authorized Instructor for Rigging Practices.
