Complete Description of Need/Scope of Work/Specifications BACKGROUND Background: Improving access to quality medicines and pharmaceutical services is an essential component of the health services strategy to improve clinical care. Most leading causes of death and disability in developing countries can be prevented, treated, or at least alleviated with cost-effective essential medicines. Despite this fact, hundreds of millions of people don t have regular access to essential medicines and many of those who do have access are given the wrong treatment, receive too little medicine for their illness, or don t use the medicine correctly.

3 Ensuring the availability, affordability, accessibility, and appropriate use of quality medicines are thus crucially important in order to improve health status of the population. This is a challenge for many countries, including Bangladesh. A potential solution to addressing these challenges lie with the most commonly used source of medicines in many developing countries the private sector drug sellers. accreditation system of retail medicine selling outlets wasn t present in Bangladesh until DGDA took the initiative during the implementation of HPNSDP. With the support from JDTAF, MSH worked with DGDA and other sector stakeholders to develop the first standards for retail medicine outlets and design and implement an accreditation program for two new levels of pharmaceutical outlets Model pharmacy and Model Medicine Shop.

4 accreditation standards for retail medicine outlets in Bangladesh have been approved by the competent authority (MOHFW). MSH also developed several strategies to support implementation of the standards. Realizing the importance of the continuation of the activity and the extensive relevant experience, MOHFW has included the piloting of the approved model for accreditation of retail medicine outlets. FCDO (Foreign, Commonwealth and Development Office) (formerly DFID) Bangladesh is supporting the 4th HNPSP, through the, Better Health in Bangladesh program through MSH for a period of five years. In collaboration with Directorate General of Drug Administration (DGDA), pharmacy Council of Bangladesh (PCB), Bangladesh Chemists and Druggists Samity (BCDS) and other relevant stakeholders, BHB collected baseline information from 10,000 licensed medicine outlets from 32 selected districts.

5 MSH REQUEST for QUOTES (RFQ) 27 January 2022 Page 2 of 7 Later on, BHB is on the way of completing the training of 6,000 selected grade C pharmacy technicians on Good pharmacy Practice (GPP). A standard for the establishment and operations of model pharmacies and model medicine shops was developed by the predecessor ADS (Accredited Drug Seller) project which was approved by the Ministry of Health and Family Welfare (MOHFW). Following the successful completion of training, it is expected that medicine outlet owners/dispensers will equip their medicine outlets so that they can get the accreditation as model medicine shop. To provide technical assistance to the medicine shop outlet owners/dispensers, BHB project requires twelve (12) accreditation Associates (contractual/OSP) to assist medicine outlet owners/dispensers who will be posted to any of the following districts and the accreditation Coordinator will be based at Dhaka with frequent visit to the following districts: 1.

Mymensingh Division (4): Mymensingh, Netrokona, Sherpur, Jamalpur 4. Barisal Division (5): Barisal, Jhalokathi, Patuakhali, Barguna, Pirojpur 5. Sylhet Division (4): Sylhet, Moulvibazar, Habiganj, Sunamganj 6. Rangpur Division (3): Rangpur, Kurigram, Gaibandha 7. Khulna Division (3): Khulna, Bagerhat, Satkhira 8. The primary job responsibilities of accreditation Associates are including but NOT limited to the following: 1. Participation in training a. Participate in training to be provided by MSH and be introduced about the operation of electronic data collection by smartphone/tab and accreditation process b. Participate in field test in Dhaka and discuss if there is any issue during field test 2. Travel a. Travel to all target medicine outlets in assigned area to collect data 3. Data Collection and sending a.

8 Get in touch with respective DGDA officials, BCDS representatives and any other relevant stakeholders b. Inquire about a variety of specific information to the target medicine outlet owners/dispensers c. Communicate with the target medicine outlet owners/dispensers and get the information about the readiness of the post assessment d. Make medicine outlet ready by multiple means like audio phone calls, video phone all, and physical visits, whatever is/are appropriate. e. Collect medicine outlets data based on provided list and in discussion with responsible persons at medicine outlets g.

9 Fill the electronic forms, finalize and send onto the server h. Recognize and give an account of problems in obtaining data and consult with supervisor/MSH contact person(s) if there is any issue related to data collection i. List out the basic information of collected medicine outlets in a register book and Submit completed tasks to a supervisor and discuss developments daily j. Review data gathered from an interview to check if they are complete and accurate, cross check the collected data to find out whether any medicine outlet is out of coverage k. Promote Automated Drug Licensing & Renewal System (ADLRS) and pharmacy Management Software (PMS) 4. Jointly visit for accreditation a. Submit and take prior approval of monthly movement plan b.

10 Tracking readiness of post-assessed shops c. Conduct joint visit to drug shops with local DGDA to recommend for accreditation d. Motivate, guide, and make shop owners/dispensers ready to be accredited by DGDA by means of audio phone calls, video phone calls, and physical visits whatever is/are appropriate. e. Provide guidance to meet standards to be accredited as Model Medicine shop f. Suggest appropriate authorities for recommending accreditation or ineligiblilty as Model Medicine Shop. g. Monitor on-the-job training to the pharmacists/owners/dispensers in effective means. h. Follow up training on COVID-19 Infection Prevention and Control (IPC) to the pharmacists/owners/dispensers i. Liaison with local BCDS, Local DGDA, PCB and other relevant stakeholders j.
