Rileythat the minutes of Nov 24, 2008 be adopted as BUSINESS ARISING OUT OF THE MINUTES: noneDELEGATIONS 9:00 AM LISA LANG, Bruce COUNTY BROADBAND INITIATIVE Lang circulated printed versions of her presentation; focussing on residents ability to receive high speed internet; circulated map of dead spots; folks can get more information on the County website; talking to internet providers; February 12 deadline for application; more and more government services are on-line; no cost per household available yet; government would provide 1/3 of costs up to $1 million; is visiting all municipalities in Bruce County; will be reporting back to the municipalities; would like Members of Council to talk to the residents about the program9:23 AM FACILITIES FOREMAN, Brian McAllisterReviewed his report with Council: Kinsmen Change House, Chesley would like to keep it for storage, Kinsmen also talked about storage and would like to keep the hydro service, Cumming added that Recreation needs more storage in Paisley as well, already using the former water plant, McAllister also suggested erecting a street light to reduce vandalism; don t have enough hot water in Chesley for flooding the ice surface, will cost about $3,000 to hook up the existing system correctly, it was pointed out the existing system was by-passed when the new compressors were installed, get more information for the next Council meeting.

3 Double booking of Chesley kitchen by minor hockey interfering with other booked events creating cleaning and setup problems, Cumming doesn t think that minor hockey should be interfering with other patrons, Council agreed to look into the minor hockey double booked tournament this coming Saturday; the Grey Bruce Highlanders Triple A made some safety complaints which have all been rectified; the new score clocks are on site but the installers are slow to arrive; ammonia detectors in the three facilities need replacement or recalibration, is seeing to it; the Olympia room roof is leaking in Tara, not part of the main arena where the roof was replaced this fall, will wait till spring; Tara kitchen/dressing room water heater needs replacement, having trouble getting a contractor, directed to contact contractors again for prices on both electric and gas; Paisley curling club door needs work, has contacted the Club to contribute 50%, getting prices; electrical wiring upgrades needed at the Paisley liquor store to meet Code, work being done this week; TSSA recent inspections require additional signage which has been done; Health Department has checked Paisley and Chesley for air quality which was good, Tara not done yet, a few other small issues with water thanked and congratulated McAllister on his work and report.

4 McAllister thanked Council for the opportunity to fill this position and hopes everything works reported back after break that the double booking may cause some problems with the set up for 300 people, she will contact minor hockey tonight, we may have to provide extra help at extra cost10:02 AM BARRY WOODYARDA bout a year ago Council was concerned about vandalism, Woodyard is involved with community policing program so has printed a flyer to inform the public about contact information and what to do and not to do when witnessing a crime, OPP has paid for the brochure printing, Woodyard would like the MUNICIPALITY to mail them out Council agreed1:00 PM WATER & SEWER FOREPERSON, Scott McLeodMcLeod reviewed his report with Council: found a power feed wire going to ground at the AE water treatment plant, waiting for electricians and engineers to agree on cause of the motor failure; we have revived the consolidated sewer and water use by-law, is happy to have it ready now after he has been operating the systems for a few years; now have the Certificate of Approval for Tara well #4, was directed to get ready to go to tender in the new year; Paisley sewage plant equipment out for repairs $5,800; two watermain breaks in Paisley in the last month; problem with clogging air lines at the Chesley lagoons, $4,000 for equipment to feed the hydrogen chloride into the lines to clean them; no response to request for land for spreading Chesley lagoon sludge, may survey farmers individually; noted the sludge treatment in the Tara lagoon is keeping the sludge down, would not consider treating the Chesley lagoon until the third cell has been cleaned out; discussed bids on truck and furnaces for sale in newsletter1:30 PM WORKS MANAGER, Vernon WepplerReviewed his report with Council: heating system for arran shop.

5 2009 Sterling plow truck to be delivered before Christmas, would like to install automatic greasing system and have it undercoated prior to leaving the factory; snow plow operator arrangements; 1st Ave S County construction halted due to poor weather, road is paved but not behind the curb, County is considering delaying the completion date to May 31, 2009, agreed to restrict use of the boulevard to turning from the multi-plexes on the west wide south of 7th St SW to the former rail line; Chesley Big Dig: would like to proceed with finishing design and apply for all certificates of approval on 1st Ave S downtown and on Balaklava St in Paisley; will include terms for acceptance of bale wrap in the next newsletter; Ross feels we are falling behind in bridge replacement, Davis is disappointed that Ross does not present other options for bridges and not just concrete, Eagleson agreed it may be time for a second opinion on bridges, Davis would like to see different options prepared, asked Weppler to see if Andrew Ross is prepared to provide them.

8 Herron believes there is no agricultural land left in the proposed severance, it is an ideal place for this development, precedent already set in this area by other lots created, close to town, believes the County planning staff encouraged the appeal; Eagleson noted the County decision-makers approved the application, the County planners did not support the proposal, who will defend the decision at the OMB? if the County won t the MUNICIPALITY should; if this application is not successful we can say goodbye to local rural development in appropriate areas; we need to work together with the County or the Applicant on this appeal; this correspondence was not even sent to the Applicant; the whole thing is a conflict between County planning staff and the applicant; Eagleson would like to know if the planner s statement that "the Health Unit would not support this lot for septic" is true that information should already have been received; Herron added we should try to negotiate the appeal; Eagleson hopes the County will stand by its decision and that we can proceed through a mediation process; Eagleson pointed out that, coincidently, the appeal language was identical to the planner s recommendation to County Council to refuse the application.

9 Herron suggested that the OMB planner actually visit the site. 10 Would like to see the IPM logo framed for the office as there will be no more individual crests in zoning open houses were not well attended but he appreciates the Staff who attended; need mapping changes, will contact planners; waiting on agencies input; need to fine tune all mapping issues; would like to see map changes for further review prior to submission; we will require some official plan amendments as like some direction on the matter of what the Health Unit says with respect to planning matters; would like to see where they are at on septic in urban areas which cannot be serviced by municipal if the CBO has filed all the required documents wait for Treasurer's appointmentIntends to recommend that our mileage rate be a percentage of the current price per litre instead of reacting every few months after prices have changedRecommends not taking a Council increase in pay for 2009 would like Council to consider itDraft by-law for Paisley Fire Department to service Saugeen looks good.
