The complexities associatedwith Cultural diversity in the United States affectall aspects of professional Social work Practice ,requiring Social workers to strive to deliverculturally competent services to an ever-increasingbroad range of clients. The Social work professiontraditionally has emphasized the importanceof the person-in-environment and the dualperspective,the concept that all people are partof two systems: the larger societal system and98their immediate environments (Norton, 1978). Social workers using a person-in-environmentframework for assessment need to include tovarying degrees important Cultural factors thathave meaning for clients and reflect the culture ofthe world around the United States, Cultural diversity in socialwork has primarily been associated with race andethnicity, but diversity is taking on a broadermeaning to include the sociocultural experiencesof people of different genders, Social classes,religious and spiritual beliefs, sexual orientations,ages, and physical and mental abilities.

5 A briefreview of the Social work literature in the past fewyears points to the range of potential content areas that require culturally sensitive andculturally competent interventions. Theseinclude addressing racial identity formation forpeople of color as well as for white people; theinterrelationship among class, race, ethnicity,and gender; working with low-income families;working with older adults; the importance ofreligion and spirituality in the lives of clients;the development of gender identity and sexualorientation; immigration, acculturation, andassimilation stresses; biculturalism; workingwith people with disabilities; empowermentskills; community building; reaching out to newpopulations of color; and how to train for culturallycompetent models of , Cultural Competence in Social workpractice implies a heightened consciousness ofhow clients experience their uniqueness and dealwith their differences and similarities within alarger Social NASW Board of Directors, at its June 2001meeting, accepted the following definitions ofculture, Competence , and Cultural competencein thepractice of Social work .

Social workers should provide services insubstantive areas or use intervention techniquesor approaches that are new to them onlyafter engaging in appropriate study, training,consultation, and supervision from peoplewho are competent in those interventions ortechniques. When generally recognized standards do notexist with respect to an emerging area ofpractice, Social workers should exercise carefuljudgment and take responsible steps (includingappropriate education, research, training,consultation, and supervision) to ensure thecompetence of their work and to protectclients from Competence is never fully realized,achieved, or completed, but rather culturalcompetence is a lifelong process for socialworkers who will always encounter diverseclients and new situations in their and workers should have the expectationthat Cultural Competence is an ongoing learningprocess integral and central to daily CompetenceCultural competencerefers to the process by whichindividuals and systems respond respectfully andeffectively to people of all cultures, languages,classes, races, ethnic backgrounds, religions, andother diversity factors in a manner that recognizes,affirms, and values the worth of individuals, families,and communities and protects and preserves thedignity of each.

9 Cultural Competence is a set of congruentbehaviors,attitudes, and policies that cometogether in a system or agency or among professionals and enable the system, agency, orprofessionals to work effectively in cross-culturalsituations (NASW, 2000b, p. 61).Operationally defined, Cultural competenceis theintegration and transformation of knowledgeabout individuals and groups of people intospecificstandards, policies, practices, and attitudes1312used in appropriate Cultural settings to increasethe quality of services, thereby producing betteroutcomes (Davis & Donald, 1997). Competencein cross- Cultural functioning means learning newpatterns of behavior and effectively applyingthem in appropriate (1982) provided one of the first conceptualizations of ethnic Competence as a setof procedures and activities to be used in acquiringculturally relevant insights into the problems ofminority clients and the means of applying suchinsights to the development of interventionstrategies that are culturally appropriate forthese clients.

These five elements must bemanifested in every level of the service deliverysystem. They should be reflected in attitudes,structures, policies, and specific Ethical Standard for culturallycompetent Social work Practice is containedunder Section 1. Social workers ethical responsibilitiesto Cultural Competence and Social Diversity Social workers should understand culture andits functions in human behavior and society,recognizing the strengths that exist in allcultures.
