OF CONTENTSiiiNational Child Participation and Protection GuidelinesThe Government of Zimbabwe as a member of the international community has ratified anumber of international conventions such as the United Nations Convention on the Rights ofthe Child (UNCRC) and the African Charter on the Rights and Welfare of the Child (ACRWC)which provide guidance on care, Protection and the promotion of children s rights, and theright to Participation by all children.

6 Zimbabwe has also enacted a number of other nationallegislative instruments and policies that complement the international conventions in theprocess. The government also implements extensive social Protection programmes forchildren such as the National Action Plan for Orphans and Vulnerable Children (NAP for OVC)programme which is a social Protection programme that promotes community protectionand care for vulnerable NAP for OVC programme has as one of its objectives: Increase Child Participation whereappropriate in all issues that concern them from community to National level,considering their evolving promoting the mainstreaming of ChildParticipation and Protection nationally in a structured manner, MoLSS, with technicalsupport from UNICEF, and through wide consultation with organisations that implement OVCinterventions, has developed National Child Participation and Protection guidelines .

7 TheGuidelines give preparatory information to any entity (individuals and organisations) thatseeks to work with children by providing information and guidelines for understanding andpracticing Child Participation and Protection particularly in terms of access to Participation ,safety and security during activities. A toolkit for effective Child Participation is alsopresented in the , the National Child Participation and Protection guidelines are designed tocontribute to the realization of meaningful Child Participation as a right for all children withinan environment that ensures their Protection .

8 While at the same time positively steering thegood intentions of all actors promoting Child Participation in a uniform way from communitythrough to National therefore encourage all persons interacting with children to adopt and use the Guidelinesand in the process generate useful feedback that will be used for the continuous refinement ofthe C. 9 The development of the document was specifically supported by the following partners:Catholic Relief Service Zimbabwe; Dananai Child care Organisation (DACHICARE); Save theChildren Fund Norway; Save the Children Fund UK; Mavambo; GOAL Zimbabwe; ChildProtection Society; Action Aid Zimbabwe; SNV Zimbabwe; Biomedical Research and TrainingInstitute; CARE International; Hope for a Child in Christ (HOCIC); Scripture Union; FamilySupport Trust; World Vision and KAPNECK Trust. These partners provided invaluabletechnical input through feedback meetings, technical reviews and discussions and facilitationof children s participative activities throughout the Child Participation and Protection GuidelinesBACKGROUNDIn Zimbabwe the National Action Plan for Orphans and Vulnerable Children (NAP for OVC)specifies that, Child Participation is one of the seven programme objectives.

10 Specifically, theNAP states that it aims to: Increase Child Participation where appropriate in all issuesthat concern them from community to National level, considering their evolvingcapacities. At the same time Child Participation is seen as fundamental to Child Protection inthat children can play a role as agents of change in their own environment and example during consultative exercises children were invariably the group who were ableto identify peers in need of support, children who were out of school, working or subject toabuse. Thus the enduring links between Participation and Protection are reflected in whilst there was consensus amongst all partners including Government agencies,non-government, community and faith-based organsiations that Child Participation should befundamental to all activities at all stages of the programme cycle, there was a lack ofconceptual clarity and shared understanding of Child Participation .
