3 References 175 Page 4 March 2001 National Service Framework for Older PeoplesNational Service Framework forOlder PeopleFOREWORD Just like the rest of us, Older People want to enjoy good health and remain independent foras long as possible. As People get Older remaining independent often depends on healthand social care services being effective enough to support them. Older People are the main users of health and social care services but sometimes serviceshave not adequately addressed need. This National Service Framework is the first evercomprehensive strategy to ensure fair, high quality, integrated health and social careservices for Older People .

4 It is a 10 year programme of action linking services to supportindependence and promote good health, specialised services for key conditions, andculture change so that all Older People and their carers are always treated with respect,dignity and fairness. The NHS and social care services in England lead the world in many aspects of care forolder People . We have already taken action to: Improve standards of care:in care homes, through the new National CareStandards Commission, and through the Better Care, Higher StandardsCharters.

5 Extend access to services: Free NHS sight tests for those aged 60 or over, improvedaccess to cataract services, extension of the breast screening programme to womenaged up to 70. Carers needs are particularly important: their access to services intheir own right has been ensured through the Carers and Disabled Children Act2000. Ensure fairer funding of long term care: Nursing care will be free this year forpeople in nursing homes. Develop services which support independence:New intermediate care servicesto help People avoid an unnecessary hospital admission and to speed recovery andrehabilitation are being put in place.

6 The Promoting Independence Grantsupportscouncils to help more People to retain their independence for longer. SupportingPeopleis a new initiative to help vulnerable People live independently in thecommunity by providing a wide range of housing support services. Help Older People to stay healthy:Free influenza immunisation for everyone aged65 and over. Action is being taken to improve oral health in Older People andincrease access to dentistry. Keep Warm, Keep Well campaigns are helping to preventdeaths from cold each winter.

7 National Service Framework for Older PeoplePage iIt is true though that services sometimes fail to meet Older peoples needs - sometimes bydiscriminating against them, by failing to treat them with dignity and respect, by allowingorganisational structures to become a barrier to proper assessment of need and access tocare, and because best evidence-based practice is not in place across important clinicalareas. This National Service Framework sets out a programme of action and reform to addressthese problems and deliver higher quality services for Older People .

8 There will be moreconsultants, nurses and therapists working for Older People and better access to high-techsurgery and community equipment. New National standards will be put in place tomodernise NHS and social services and promote new ways of National Service Framework is the result of extensive consultation with Older People ,their carers and the leading professionals involved in the care of Older People . Itsimplementation will be led by the National Director for Older People , Professor Ian Government is determined to deliver real improvements for Older People and theirfamilies.

9 Pensioners are sharing in the rising prosperity of our nation, and we re lookingafter the poorest first. Now, through this National Service Framework we will seeimprovements in health and social care services for Older People across the country. Forexample, almost two thirds ofgeneral and acute hospitalbeds are used by People both social care and inhealth care there are manyexamples of excellent care forolder People .
