5 The development of this Framework was commissioned by the NHS pharmacy Education and Development Committee (PEDC) in response to the Department of Health White Paper Equity & Excellence, Liberating the NHS and the Quality, Innovation, Productivity and Prevention (QIPP) agenda1. The Framework has been developed by a Working Group that includes medicines management pharmacy technician specialists and education and development specialists representing all regions within the United Kingdom. The Association of pharmacy Technicians (APTUK) and Centre for Postgraduate pharmacy Education (CPPE) are also represented. The approval of any programmes through this Framework will be carried out under the authority of NHS PEDC.
6 The term medicines management can be described in various ways. Within the document A Spoonful of Sugar 2, The Audit Commission describe medicines management as a process that encompasses the entire way that medicines are selected, procured, delivered, prescribed, administered and reviewed to optimise the contribution that medicines make to producing informed and desired outcomes of patient care . This Nationally Recognised Framework supports A Spoonful of Sugar in this definition of medicines management and aims to promote patient safety and safer use of medicines. Throughout this Framework the term pharmacy technician is used; however, it is acknowledged that a pharmacy technician s role may be different across organisations and the scope of this role may vary.
7 This Framework is intended to be used by training providers who: Plan to develop medicines management training and assessment programmes for pharmacy technicians Currently deliver medicines management programmes and wish to assess the quality of their programmes against a Nationally Recognised standard 1 Department of Health. UK Nationally Recognised Competency Framework for pharmacy Technicians: The Assessment of Medicines Management Skills Version 3: January 2016 5 The MMS Framework is open to all organisations and sectors of pharmacy that have pharmacy technicians performing a medicines management role.
8 Although it is Recognised that the modules currently included consider roles that are predominantly carried out by hospital based pharmacy technicians, the Framework is intended to be flexible in its approach. It is also hoped that, in the future, it will be broadened to include all levels/bands/responsibilities of the medicines management role in many sectors of practice. The MMS Framework is cognisant of others in existence and has built on existing work and experience across the whole of the UK, including the Framework for pharmacy Technicians3 (FPT). This Framework aims to meet the needs of current medicines management roles for pharmacy technicians whilst recognising the development of extended roles and new skills.

10 Although some terms have been taken from national guidance, there may also be variations in definitions according to regional and national documentation. Accredited pharmacy technician A pharmacy technician whose current training and qualifications are assessed and accredited by the training provider as meeting the defined competencies for their role in medicines management ( is occupationally competent) Appropriate persons Staff who have been identified as suitably trained and qualified to give guidance and make decisions regarding the assessment process Assessment period The period during which assessments are carried out. This must be preceded by an adequate period of supervised training Candidate Person undertaking the training and assessment Clinical Governance The system through which NHS organisations are accountable for continuously improving the quality of their services and safeguarding high standards of care.
