2 -Biometric systems. -Information storage and dissemination systems. -Persistent surveillance executing its mission, the NCI Agency uses best practice to develop and deliver C-IED capabilities in partnership with other NATO entities, nations and industry. Positioned at the interface between technology and operations, the Agency makes sure that soldiers on the ground have a clear and precise understanding of what that technology they have been provided with can do in practical operational terms. Understanding the limitation of a technology is essential in ensuring that the soldiers can operate in a more safe and secure NATO and NationsThe NCI Agency supports NATO and Nations under a customer funding regime. This means that the NCI Agency is a not-for-pro fit organization and its customers are its only source of operating revenue. Under this regime, the NCI Agency provides the following services to NATO and Nations: -Overall guidance in the area of C-IED threats, technologies and doctrines.

3 -Formulation of systems requirements from military requirements. -Acquisition and deployment of C-IED capabilities. -Development of C-IED communication and information components. -Test and evaluation of C-IED capabilities. -Operational and maintenance support. Pooling and sharing of resources is crucial to counter the effects of cuts in national defence budgets in these times of financial austerity. Nations have to come together, to save resources by getting fast capability delivery through centralized acquisitions, and enhance interoperability through standardization of systems. NATO, during the Chicago Summit in 2012, promoted the joint procurement approach through the Smart Defence concept. The equidistant character of the multinational team of experts working under the NCI Agency emblem represents a unique feature in the context of joint procurement of state-of-the-art equipment and implementation of Smart Defence initiatives.| PAge 3 Scientific and experimental approach to countering IED threatsRoute clearance to enhance Freedom of MovementFollowing lessons learned in ISAF, NATO has engaged in the refinement of the Route Clearance (RC) doctrine, particularly in the context of C-IED operations.

4 The effectiveness of RC operations is conditioned by a balanced development of operational concepts and against Terrorism Programme of Work and the NCI Agency :Le Peutie, BEL 2010 Under the framework of the Defence against Terrorism Programme of Work (DAT POW ), supported by the Emerging Security Challenge Division (ESCD) within NATO HQ, the NCI Agency organized a live RC demonstration with support from the Belgian Ministry of Defence in 2010 at the Peutie base in Belgium. The demonstration focused on demonstrating not only RC operations, but also the Convoy Protection issue while travelling from point A to point B, including what needs to be done in terms of screening the vehicles entering the base at point , DEU 2012 The follow up NATO Route Clearance demonstration under the DAT POW framework organized by the NCI Agency at Hohenfels, Germany in June 2012 highlighted that sensor technologies for RC are limited to wire and metal detectors and RC operations heavily rely on human vision.

5 As the C-IED threat evolves, new technologies are continuously proposed to RC operations by industry. The effectiveness of these technologies must be assessed in operational scenarios that reflect the development of the NATO doctrine. MILENG COE, 2013-2015 The NATO Military Engineering Centre of Excellence (MILENG COE) leads the development of the NATO RC doctrine. The NCI Agency directly supports the MILENG COE in this initiative through a three year program initiated in 2013 within the DAT POW managed by ESCD. While MILENG COE concentrates on doctrinal concepts the NCI Agency monitors technologies that can support RC operations Applied research and experimentation The NCI Agency has led multiple research and experimentation initiatives in the area of defence against terrorism. These initiatives are executed under the umbrella of DAT POW and addressed short term requirements identified by NATO troops in various areas of operation.

6 A list of relevant projects includes: -Field trials of stand-off detection of body borne IED (BBIED) using millimetre wave cameras. -Technologies for detecting command-wire and pressure-plate improvised explosive devices. -Watermarking techniques in Electronic Counter Measures (ECM) against Remotely Controlled IED (RCIED). -Data mining technologies for C-IED situation awareness. -Multi-sensor capabilities for airport security. -Video analytics for C-IED. In this context, the NCI Agency has procured and deployed critical C-IED systems to ISAF. Despite significant progress along DtD and PtF lines of operation, adversaries continue to increase the use of IEDs against the Alliance and the employment of this weapon is still significant, demonstrating that decisive results can be achieved only by disrupting the networks that employ , through the C-IED Action Plan, clearly identifies the Attack the Network (AtN) pillar as the main line of effort in future NATO operations.

7 AtN emphasizes the concept of intelligence driven operations and in this context information sharing is essential for ensuring the success of the operations. The NCI Agency is well known for the information sharing concepts and capabilities developed or procured for the Alliance. Among these the most significant are: -Joint Operations and Intelligence Information System (JOIIS). -NATO Intelligence Toolbox (NITB). -Multi-intelligence all-source joint ISR Interoperability coalition (MAJIIC 2). -Intelligence Functional Services (INTEL-FS).The NCI Agency team closely follows the Alliance s needs and has the required expertise to support NATO Nations and Partner Nations in the AtN efforts.
