LANCASTER, current building Code was enacted by the city Councilon October 22, 1968, and approved by the Mayor onNovember 6, 1968. It became effective on December 6,1968, superseding the building Code enacted in 1938. The"New Code" is based largely upon nationally acceptedperformance standards and specifications for materials andconstruction present edition updates the building Code toOctober 1, State Legislature, pursuant to Chapter 907 of theLaws of 1985, repealed and reenacted the AdministrativeCode of the city of New york to reflect changes in form,particularly a complete renumbering of the sections ofthe , General Provisions, Licenses and BuildingConstruction are contained in Chapter 1 of Title 26 andthe building Code is contained in Chapter 1 of Title old section numbers of the building Code are shownin brackets, followed by the new section numbers.

3 Thisserves as a convenience to architectural and engineeringprofessionals and construction industry members familiarwith the Code prior to this facilitate the adoption of proven results of research anddevelopment in the dynamic field of construction, the Codeprovides that the Buildings Commissioner may adopt newstandards or revise existing standards. In the past, this couldonly be accomplished by legislative action. Moreover, theCode further provides that equipment and materials may beaccepted by the Department of Buildings based upon nationalreference standards and tests conducted by recognizednational laboratories. Such acceptance previously requiredapproval by the Board of Standards and 1968, there developed a need to respond to newsituations or exigencies through the passage of local lawswhose provisions were incorporated in the BuildingCode.

5 Lancaster, AIAC ommissionerEDITOR'S NOTE:In addition to Chapter 907 of the state laws of1985 mentioned in the preface above, thelegislature enacted, effective September 1, 1986,Chapter 839 of the state laws of 1986, whichmade certain technical corrections and changesto the the Reference Standards Appendix of thisvolume are references to specific sections in theBuilding Code. Standards enacted prior to therecodification of the building Code refer to thecode using the old section numbers. For yourconvenience, therefore, we have included a two-partconversion table which lists former to currentand then current to former section numbers. Inaddition, the Table of Contents lists old and newmajor notes pointing out discrepanciesbetween the former code and the recodifiedversion not specifically indicated as changes, orreferences to laws that have amended the codesince recodification, are indicated with asterisksand corresponding footnotes in bold italics at thefollowing the section.
