The TMP is a 10-year plan, which guides administration and Council with the improvement of the County s Transportation network.

2 The goal of the TMP is to make the County s roadway system more accessible, connected and efficient. A copy of the TMP will be available for viewing at next week. Strategic Priorities Chart Council approved the latest update of the County s Strategic Priorities Chart, which solidifies the County s future priorities and outlines how the County will continue to be a progressive, forward-thinking municipality while maintaining its values of safe, viable communities, fiscal responsibility, environmental protection, and effective regional partnerships. Current priorities include the County Growth and Economic Development Strategy, the Tri-Municipal Partnership Project, the Enhanced Paving Program, the Transportation Master Plan, and working with neighbouring municipalities to develop Intermunicipal Collaboration Frameworks and Intermunicipal Development Plans.

3 To view the chart, visit Evergreen Park Update Dan Gorman, Evergreen Park General Manager and member of the Grande Prairie Regional Agricultural & Exhibition Society; Rob Clayton, Evergreen Park Board President; and Bridget Hennigar, Evergreen Park Finance Chair updated Council on 2017 events, capital projects, budget highlights, and the strategic plan. The Grande Prairie Regional Agriculture & Exhibition Society also requested continuing support of park operations with a grant of $800,000. Council deferred the funding request to 2018 preliminary budget deliberations. Community Foundation Vital Signs Report Tracey Vavrek, CEO of the Community Foundation Northwest presented the 2017 Vital Signs Report for the Grande Prairie region and Northwestern Alberta to Council.

4 Vital Signs is an annual community check-up conducted by community foundations across Canada that measures the vitality of our communities, identifies significant trends, and supports actions on issues that are critical to quality of life. It addressed areas such as the economy, income disparity, crime, safety, learning, health and wellness, housing, Transportation , environment, and recreation. The County contributed $20,000 towards the 2017 Vital Signs project. The Vital Signs 2017 report for Northwestern Alberta is available at Public Hearings Council held a public hearing for 2680-017-034 to redesignate acres of land located approx. 3 miles west of the City of Grande Prairie, adjacent to Rge Rd 73 from an Agricultural (AG) District to a Country Residential (CR-5) District to allow for the subdivision of one residential lot.

5 Council gave the bylaw third reading. Council held a public hearing for 2680-017-035 to redesignate acres of land located 3 miles south of the City of Grande Prairie, adjacent to Twp Rd 704A from Country Residential (CR-1) District to Rural Estate (RE) District to allow for the subdivision of two residential lots. 6 District to Country Residential (CR-5) to allow for the subdivision of one residential lot. Council gave the bylaw third reading. Council held a public hearing for 2680-017-037 to redesignate acres of land located 5 miles east of the City of Grande Prairie, adjacent to Rge Rd 44 from Country Industrial (CM) to Country Residential (CR-5) District to allow for residential use as the industrial business is no longer in operation. Council gave the bylaw third reading. Development Permit Request Council approved the development permit application from Weyerhaeuser for an office trailer subject to meeting four conditions. The office trailer will be located approx. 5 miles southeast of the City of Grande Prairie, adjacent to Resources Road and within the Rural Industrial Direct Control (RM-DC) District.

7 Hamlet Signs Administration brought back costs to have signs built and installed to identify the boundaries of the Hamlet of Clairmont. Council approved up to $5,000 to go towards the production and installation of signs for the hamlet and directed administration to bring back recommendations on sign locations to a future Council meeting. FCSS Office Space Council approved $250,000 for improvements to a building in Clairmont that the County will be leasing to use as an office for the Family and Community Support Services (FCSS) department. Contributions Council approved $300 to go towards the La Glace Citizens on Patrol group for operating costs. Council also approved price matching County staff s contribution of $ raised at the Safety Spooktacular staff event to go towards the United Way Northwest.

8 Recreation Advisory Committee Motions Council approved the following recreation advisory committee motions: Have Parks and Recreation develop a County-wide Memorial Bench/Tree Program and bring back details to the next Recreation Advisory Board meeting for approval Have administration write a letter to Alberta Environment and Parks in regards to becoming a Restoration Agent. Schedule a special meeting to discuss regional recreation facilities. Pay the outstanding energy bill for the Bad Heart Straw Church. Navy League of Canada Lieutenant Earl Phillip, Zone Training Officer for the Regional Cadet Support Unit Northwest of the Navy League of Canada informed Council that they are forming a Royal Canadian Sea Cadet Program in the hamlet of Clairmont.

9 The Navy League of Canada, in partnership with the Department of National Defense, is a leadership program for youth ages 12 to 19. Employee Introductions Council and staff welcomed new and returning staff to the County. Rick Phillips will be working as the Caretaker for the Kleskun Hills Campground. Rick was the caretaker of the Hommy Campground from 1994-2001. 10 Megan Schur, former Parks and Recreation Manager has returned to work as a Project Manager for the Parks and Recreation department. Alex Shepherd is the new Public Works Project Support Lead. Regional Fire Service Flex Position Review Council approved the hiring of one fulltime flex position firefighter and contract a second flex position firefighter for a one-year term to evaluate costs of a second position from the current operating budget. The purpose of the flex firefighter position is to reduce overtime commitment from existing staff and offset overtime costs. Lobbying Industry Council directed administration to bring back a business case to lobby industry to help the County with improvements to roads and infrastructure in which industry have a high impact on due to increased usage.
