1 CIRCULAR No. 181 6th May, 2022 OSC Ref. 2 Job Purpose The Education and Outreach Officer is responsible for key cross organizational communication and outreach programmes to build increased awareness of climate change and create and maintain effective linkages and networks among climate change stakeholders with a view to creating shared values and congruent and informed climate change strategies. Key Responsibilities Technical/ Professional: Co-ordinates awareness raising education and outreach activities; Co-ordinates the setting and implementation of national communication goals; Develops or facilitates the development of programmes for communication of Climate Change information and tools for effective outreach, training, and capacity building on climate change.

3 Pursues partnerships with appropriate Information and Education Agencies of Government, NGOs and the private sector to ensure sustained and targeted education and awareness; Prepares and publicizes newsletters, brochures, pamphlets, and other paraphernalia providing information on climate change initiates and strategies; Prepares speeches, briefs and public statements for Principal Director and other key Ministry stakeholders; Fosters better local understanding of the impacts of climate change through heightened media involvement and systematic dissemination of practical information; Determines the various stakeholders involvement in implementing climate change strategies and develops portfolios of their core interests and business functions.

4 Tailors information to meet the interests of various stakeholders, including highlighting balance stories on negative impacts and consequences of climate change with solutions-based approaches and stories showing the positive opportunities presented by climate change; Develops initiatives to facilitate various entities embracing the challenges of climate change and incorporating various types of climate actions into their corporate responsibility programmes and business strategies; Identifies the needs to develop new programmes to respond to local opportunities to increase the understanding of climate change; Utilizes social media and other methods of communication to highlight projects and their benefit to sustainable development; Manages web pages for climate change, provides up to date information and input in graphic design in conjunction with the ICT Branch.

5 Fosters business and non-government organizations partnerships, through negotiations, to gain more compliance to the required behavioural and organizational changes necessary for climate change strategies; Takes steps to develop and maintain a diverse partnership network for climate change; Establishes engagement guidelines that govern the relationship between and among identified partners and the main responsibilities of each party; Assesses potential partner and the level of input or benefit they will be able to provide to climate change strategies.

7 Aligns competencies of partners to various initiatives and programmes to ensure required capacity are involved in these initiatives and programmes; Participates in International Climate Change Partnerships (ICCP) Fora to garner best practices on fostering and sustaining effective partnerships and provides reports on the country s progress. Required Knowledge, Skills and Competencies Core Excellent written and oral communication skills, including public speaking Results oriented Ability to work as part of a team.
