4 This regulation states Armypolicy on Operations Security program de-velopment, revises terminology, providesdetails on the Operations Security planningprocess, and outlines the Operations secu-r i t y r e v i e w , a s s e s s m e n t a n d s u r v e y r e -quirements. The Army Operations securityprogram authority is consistent with Jointp o l i c y a n d d o c t r i n e i n C h a i r m a n , J o i n tChiefs of Staff Instruction andJ o i n t P u b l i c a t i o n 3 1 3 . 3 . I n J o i n t a n dArmy Operations , Operations Security is ani n f o r m a t i o n - r e l a t e d c a p a b i l i t y i n t e g r a t e dby Information Operations as prescribedin Joint Publication 3 This regulation applies tomilitary and civilian personnel of the Ac-tive Army, the Army National Guard, Army Reserve, and related activitiesof those organizations.

5 Contractors mustcomply with contractually imposed opera-tions Security requirements. Also, if con-t r a c t o r s h a v e a c c e s s t o g o v e r n m e n tinformation they are required to followthe same requirements for protection ofsensitive, unclassified government infor-mation per Joint Ethics Regulation andPublic Law. This regulation applies fromconception of an activity or project andduring all phases of Operations , includingtraining, readiness, and and exception proponent of this regulation is theDeputy Chief of Staff, G 3/5/7. The pro-ponent has the authority to approve ex-ceptions or waivers to this regulation thata r e c o n s i s t e n t w i t h c o n t r o l l i n g l a w a n dregulations.

6 The proponent may delegatethis approval authority, in writing, to adivision chief with the proponent agencyor its direct reporting unit or field operat-ing agency, in the grade of colonel or thecivilian equivalent. Activities may requesta waiver to this regulation by providingjustification that includes a full analysis oft h e e x p e c t e d b e n e f i t s a n d m u s t i n c l u d ef o r m a l r e v i e w b y t h e a c t i v i t y s s e n i o rlegal officer. All waiver requests will bee n d o r s e d b y t h e c o m m a n d e r o r s e n i o rleader of the requesting activity and for-warded through higher headquarters to thepolicy proponent.
