(U) SITUATION. (U) The army is committed to continuously improving efforts to access and train the right Soldier for the right job. The army completed a physical demands study and developed the occupational physical assessment test (OPAT), which will allow the army to screen applicants for their ability to succeed in their assigned specialty prior to entering active duty or active duty for training.
2 All army applicants, officer, and enlisted, will be subject to OPAT screening. Headquarters, Department of the army (HQDA) Execution ORDER (EXORD) 202-16 provides the framework and the means by which the army will implement the OPAT. (U) Soldiers currently serving (regardless of component) who are already qualified in a specialty and those currently in training for a specialty are not required to be administered the OPAT. The Physical Demand Category (PDC) for these Soldiers will be determined by the PDC assigned to their current specialty. For reference, the OPAT categories for each specialty will be incorporated for each specialty in DA PAM 611-21 as addressed in ref (a) HQDA EXORD 202-16.
3 For Soldiers who maintain qualifications in more than one specialty, the OPAT category assigned will be for the specialty with the highest physical demands. For example, if a Soldier is qualified as MOS 42A, (PDC SIGNIFICANT) but also maintains qualification in a secondary MOS of 11B (PDC HEAVY) then the Soldier will be assigned the OPAT Category associated with the heavy physical demands specialties. Effective 1 Oct 16, Soldiers local Commander is responsible for ensuring the OPAT is administered prior to approval of the Soldier s reclassification, or branch transfer when applicable, using local installation assets. Effective 1 Oct 16, local Commanders must also, ensure that all in-service officer candidates take and pass the OPAT prior to approval of their application for the officer producing program.
4 2. (U) MISSION. IMCOM Region Directors, IMCOM Garrison Commanders and garrison Directorates of Family, Morale, Welfare and Recreation, in coordination with Senior Commanders, will ensure that, at a minimum one (1) fitness center at each army OPERATIONS ORDER 16-108 : US army Installation Management Command (IMCOM) Support of US army Accessions Occupational Physical Assessment Test (OPAT) Implementation (U) UNCLASSIFIED 2 Installation is designated and equipped in accordance with ref (a) to support OPAT testing effective 1 Oct 16. 3. (U) EXECUTION. (U) Commander s Intent. This OPORD supports IMCOM Line of Effort (LOE) 2: Effective BASOPOS Support Services.
5 Garrisons will make available at a minimum (1) one fitness center at each army Installation, designated and equipped to support OPAT testing effective 1 Oct 16. We consider this mission complete when garrisons make available at a minimum (1) one fitness center at each army Installation. (U) Concept of OPERATIONS . Region Directors in coordination with their respective garrison commanders and garrison Directorates of Family, Morale, Welfare and Recreation, will make available at a minimum one (1) fitness center at each army Installation designated and equipped to support OPAT testing effective 1 Oct (U) Tasks to Subordinate Units.
6 (U) IMCOM Region Directors. (AT, CE, EU, PA) (U) Ensure garrisons comply with this ORDER and suspense dates. (U) Direct garrison commanders and garrison Directorates of Family, Morale, Welfare and Recreation, to make available at a minimum one (1) fitness center at each army Installation equipped to support OPAT testing effective 1 Oct 16. (U) Add OPAT support mission to Region Inspection Program annual review process. (U) Direct garrison commanders and garrison Directorates of Family, Morale, Welfare and Recreation, to provide OPAT equipment listed in Annex B (Testing Administration OPAT) page 4 available on effective date of 1 Oct 16.
7 (U) See Coordinating Instructions. (U) army Garrisons. (All) (U) Ensure garrison Directorates of Family, Morale, Welfare and Recreation make available at a minimum one (1) fitness center at each army Installation equipped to support OPAT testing effective 1 Oct 16. (U) Conduct a review of designated fitness facilities to ensure equipment identified in ref (a) is on hand for the designated OPAT effective date of 1 Oct 16. 8 (U) The Responsible Officer will establish procedures for unit military test administrators to schedule and access the designated fitness facility and account for all property. The unit military test administrator is responsible for providing and training support personnel and administering the OPAT IAW outlined in ref (a). (U) See Coordinating Instructions. (U) Coordinating Instructions. (U) This ORDER is effective upon publication. (U) Direct Liaison Authorized (DIRLAUTH) is granted to all commands and staffs to take necessary actions in support of the execution of this ORDER . At the direction of HQ, IMCOM G9, participate in or take action in support of activities, meetings, and/or conferences required to successfully execute this ORDER .
9 (U) Requests for exemptions or extensions to the instructions in this ORDER or suspense extensions may be granted by HQ, IMCOM G9 on a case-by-case basis. 4. (U) SUSTAINMENT. None. 5.
