OF GOASERIES I No. 249TH september , 2010978 Department of Social WelfareDirectorate of Social Welfare___Notification82-2- 2010 /SDB-1/38 21 Government of Goa is pleased to make the following Scheme and is hereby publishedfor general information of public, which shall come into force with the date of publicationin the Official to grant Financial Assistance to the Motor Cycle Pilots1. Objectives of the Scheme. The Scheme envisages for providing social security andsupport for healthy living to the Motor Cycle Pilots and their Target Group.

5 The Scheme is applicable to all the Motor Cycle Pilots engaged inhire basis self employment activities who fulfills the eligibility Commencement of the Scheme. The Scheme shall come into force from date ofpublication of Scheme in the Official Definitions. (1) Government means the Government of Goa.(2) Director means the Director of Social Welfare, Government of Goa.(3) Motor Cycle Pilot means a person who possesses a valid license to drive two wheelerMotor Cycle and has a valid Badge to drive Motor Cycle (Yellow/Black Taxi) issued bythe Transport Department of the Government of Goa and who is engaged in driving MotorCycle Taxi and solely dependent on carrying the trade for his livelihood.

6 (4) Family means Motor Cycle Pilot, his wife and his major Financial Assistance. Under the Scheme an amount of Rs. 1,000/- (Rupees Onethousand only) per month shall be sanctioned by the Directorate of Social Welfare as asocial security amount sanctioned shall be released in the Saving Bank account of the beneficiariesthrough Electronic Clearance System (ECS).6. Eligibility. (1) The applicant should be a resident of the State of Goa for at leasta period of 15 years by birth or by domicile at the time of making application.(2) The family income of the applicant from all sources should not exceed Rs.

7 Lakhsper annum.(3) At the time of making the application under the scheme the applicant shall be abovethe age of 50 (fifty) years.(4) No illegal business activities should be carried out by the Motor Cycle Pilot applyingunder the scheme.(5) The applicant should have carried out the self employment activities as a Motor CyclePilot at least for a period of 5 (five) years.(6) The applicant should have Motor Cycle Taxi registered in his name and havingvalid driving license, and valid permit to carry out the activities issued by competent GAZETTE GOVT.

8 OF GOASERIES I No. 249TH september , 2010979(7) The applicant should have a valid Badge issued by the RTO at least five years priorto Notification of this Scheme.(8) The applicant should be a member of the Motorcycle Taxi Association and theMotorcycle Taxi Association should be a registered organization under Societies RegistrationAct, 1860.(9) The applicant is not availing financial assistance under Dayanand Social Security Scheme.(10) Beneficiary under this Scheme will not be eligible to avail benefits under any otherSocial Security Scheme of Central/State Mode of Application.

9 Application for financial assistance shall be submitted to theDirector of Social Welfare, Government of Goa through the Block Development of therespective Taluka in the Prescribed Format in ANNEXURE I, and should be accompaniedwith the following documents.(1) Residence Certificate issued by the Mamlatdar of concerned Taluka.(2) Income Certificate issued by the competent authority.(3) Birth Certificate.(4) Copy of the Ration Card.(5) Copy of the Election Photo Identity Card.(6) Copies of Ownership documents of the Vehicle such as Registration Certificate,Insurance, Fitness Certificate of the vehicle.

10 (7) Copy of Driving License, Badge and valid Permit to carry out the activities issuedby competent authorities.(8) Copy of Bank Pass concerned BDO on receipt of application shall verify the details of the applicantthrough the Field Assistant attached to the office of BDO or any other employee workingunder the control of BDO. After verification BDO shall forward the eligible applications tothe Director of Social Welfare for sanction and release of financial Other Terms and Conditions. (1) The grant of financial assistance under theScheme cannot be claimed as a matter of right.
