6 Failure and and Availability for at Port State of rules for Building and Classing Steel Vessels 1998-19991 PART1 SECTION1 Scope and Conditions of Classification1 Classification1 Process(1 Jan. 96)The Classification process consists of a) the developmentof rules , guides, standards and other criteria for the designand construction of marine vessels and structures, for mate-rials, equipment and machinery, b) the review of designand survey during and after construction to verify compli-ance with such rules , guides, standards or other criteria,c) the assignment and registration of class when such com-pliance has been verified, and d) the issuance of a renew-able Classification certificate, with annual endorsements,valid for five rules and standards are developed by Bureau staffand passed upon by committees made up of naval archi-tects, marine engineers, shipbuilders, engine builders, steelmakers and by other technical, operating and scientificpersonnel associated with the worldwide maritime indus-try.

7 Theoretical research and development, established en-gineering disciplines, as well as satisfactory service experi-ence are utilized in their development and Bureau and its committees can act only upon suchtheoretical and practical considerations in developingRules and classification, vessels are to comply with both thehull and the machinery requirements of the Certificates and Reports(1 Jan. 96)aPlan review and Surveys during and after constructionare conducted by the Bureau to verify to itself and itscommittees that a vessel, structure, item of material,equipment or machinery is in compliance with theRules, Guides, standards or other criteria of the Bu-reau and to the satisfaction of the attending reports and certificates are issued solely for theuse of the Bureau, its committees, its clients and otherauthorized Bureau will release information from reports andcertificates to the Port State to assist in rectificationof deficiencies during port state control information includes text of conditions of classi-fication, survey due dates.

The owner will be advised of any request and/or release of Bureau will release certain information to thevessel s hull underwriters and P&I clubs for under-writing purposes. Such information includes text ofoverdue conditions of classification, survey due dates,and certificate expiration dates. 9 TheRules of American Bureau of Shipping are not meant asa substitute for the independent judgement of professionaldesigners, naval architects, marine engineers, owners, op-erators, masters and crew nor as a substitute for the qualitycontrol procedures of shipbuilders, engine builders, steelmakers, suppliers, manufacturers and sellers of marine ves-sels, materials, machinery or equipment. The Bureau, be-ing a technical society, can only act through Surveyors orothers who are believed by it to be skilled and Bureau represents solely to the vessel Owner orclient of the Bureau that when assigning class it will usedue diligence in the development of rules , Guides andstandards, and in using normally applied Testing standards,procedures and techniques as called for by the rules ,Guides, standards or other criteria of the Bureau for thepurpose of assigning and maintaining class.

10 The Bureaufurther represents to the vessel Owner or other client ofthe Bureau that its certificates and reports evidence com-pliance only with one or more of the rules , Guides, stan-dards or other criteria of the Bureau in accordance with theterms of such certificate or report. Under no circumstanceswhatsoever are these representations to be deemed to re-late to any third Scope of ClassificationNothing contained in any certificate or report is to bedeemed to relieve any designer, builder, Owner, manufac-turer, seller, supplier, repairer, operator, other entity orperson of any warranty express or implied. Any certificateor report evidences compliance only with one or more ofthe rules , Guides, standards or other criteria of AmericanBureau of Shipping and is issued solely for the use ofthe Bureau, its committees, its clients or other authorizedentities.
