Executive officersof agent associations without a designated representativemay attend the APJC as observers at the discretion of theChairman, whose approval shall not be as an ex officio member; provided that thenumber of Members, Airlines and Agents representativesas provided shall be deter-mined by the Agency Administrator in proportion to theirrespective numbers in the country or area of the Counciland shall be included in his recommendation to theConference; provided further that the total voting mem-bership of the Council shall not exceed 18.

9 APJC Authority and Terms of Council may consider all aspects of theAgency Programme in the relevant country or Area andmake recommendations in the form of agenda proposalsto the Passenger Agency Conference which shall informthe Council of action taken, and the reason for thedecision made.
