PASTOR PERFORMANCE EVALUATIONThe Need for EVALUATION and How to Do It by PASTOR Church Relations Committee, CRC North AmericaCRCA Ministry Formation A Church Reforming To Reach the Lost for Christ Ministry FormationDIRECTIONSHow to Use the Pastoral PerformanceEvaluationTHE NEED FOR EVALUATIONThe one who stands to gain themost from an accurate EVALUATION is thepastor. It is to his advantage to know howthe council members perceive his strongand weak areas. On the other hand, nothing is more detrimental to goodpastoral relations than ahaphazard orfragmentary me give anexample. A sister in thecongregation feels thatthe PASTOR should visither aged mother moreoften. She approaches anelder who, after a fewweeks, approaches thepastor with a generalsuggestion that he shouldpay due attention to theneeds of the seniormembers.

However, just a week beforethe PASTOR had visited several old peopleso he finds it hard to conceal a tone ofsurprise in his response. The elder, inturn, interprets this as a mild form ofdefensiveness. Pastoral relations councils take an hour nowand then for a discussion about thepastorate. But even such sessions, well-intended as they may be, are at bestfragmentary since a comprehensiveoverview is lacking. The PASTOR findshimself in an unenviable position. It ishard to predict what the office-bearersmay bring up, because a single individualcouncil member is not likely to have acomplete overview of the PASTOR sperformance. The PASTOR , on the otherhand, will probably feel equallyuncomfortable with criticism or praise.

Itwould be far better if the various phasesof the pastorate could be accurately andcomprehensively assessed in a non-threatening setting. The PASTOR would beafforded a valid assessment of both hisstrong points and his not-so-strong would feel confirmed with referenceto the former and motivated to makesuitable provisions with reference to TO CONDUCT in thisevaluation process shouldbe limited to elders council may wish toinform the congregationthat an EVALUATION is beingconducted but should bevery prudent about sharing recommend that the EVALUATION takeplace at a special council meeting. Theinstructions should be read carefully andwell understood. The purpose andbenefits of the EVALUATION should behighlighted and discussed.

Prayers shouldbe EVALUATION forms should then behanded out to the participants andcollected again before the end of themeeting. The council members shouldsign their evaluations with the3 CRCA Ministry Formationunderstanding that their names will notbe divulged. The completed evaluationswhich are turned over to a committee forprocessing should not be taken from theroom after the members should begin theevaluation with prayerful self-examination, keeping in mind that thereason for this EVALUATION is to enhancethe quality of the Ministry in the is not an occasion to right misgivings should be discussedperson-to-person with the pastorbeforehand. Be fair, charitable, candid, and impartial.

Base your responses onlong-range PERFORMANCE , not on a whimof the the Pastoral PERFORMANCE Evaluationyou will notice that you are asked to ratevarious aspects of the pastorate from twoperspectives. The left-hand columnmeasures the importance you yourselfattach to various propositions regardingthe pastorate. The right-hand columnmeasures how you judge your PASTOR seffectiveness. The values you express inthe left-hand column shed light on thesignificance of your scores in the right-hand column. The difference between thetwo columns should be carefullyexplained to the participants during thepreparation the one of the numbers in each row ofthe importance and quality/effectiveness number you circle in each of the rowsof the importance column will indicatethe importance you ascribe to thepropositions in the middle column.

Thenumbers you circle in the quality/effectiveness column will rateyour perception of the PASTOR sperformance regarding the samepropositions. The higher the number youcircle, the higher you rate the quality andeffectiveness of the PASTOR s performancefor each item quality/effectiveness column alsocontains an n/a row by which you canindicate that the proposition is notapplicable to your PASTOR also PASTOR should fill out the evaluationform twice. The first time he will expresshis own views: how he rates theimportance of the various areas ofministry regardless of actual situationsand how he evaluates his own gifts andperformance. The second time he will ratewhat he perceives to be the mind of thecouncil regarding the importance of areasof Ministry and how he thinks they willrate his the propose that two members of theexecutive and the chairman of thedeacons serve as a conmiittee in charge ofprocessing and collating the rating should average the scores given bythe office-bearers to each proposition andenter the results into a master copy.

Thepastor s copies should not be part of thecalculation of the overall average. Asmentioned earlier, the individual ratingsheets should not be open for scrutiny byanyone but the processing PASTOR may consider himself to beperforming acceptably in a given areawhen the average rating for a proposition4 CRCA Ministry Formationin the quality/effectiveness colunm is ashigh as, or higher than, the average ratingfor that item in the importance example, if the council rates theimportance of the way the pastorministers to the youth as and hisquality and effectiveness as , theperformance gap is The performancegap is the difference between the twoaverage scores for each proposition andshould be carefully noted in theevaluation the data is the processing of theevaluation forms, a meeting should bearranged.

Only the members of theprocessing committee and the pastorshould be present at this meeting. Anystrong or weak areas of the Ministry , asindicated by the PERFORMANCE gapsreferred to above, should be noted anddiscussed. The PASTOR should be givenevery opportunity to explain or comment,or ask for clarification if necessary. At thisjuncture the PASTOR s own evaluationsheet should be compared with the sheetcontaining the EVALUATION results from theprocessing committee. If a considerablediscrepancy exists between the council sevaluation and the PASTOR s self- EVALUATION , an in-depth discussion iscalled for. This, in turn, should befollowed by a discussion on how thepastor can put outstanding gifts to betteruse, and how he can improve in areaswhere his gifts may be less thanoutstanding.

The latter can generally bedone by arranging for additional trainingor guidance, and/or appointingcompetent assistance in the areas to the processing committee should draft asummary of findings and advice. An initialcopy should go to the PASTOR for his input, after which the committee will prepare afinal draft. Next a council meeting shouldbe held during which the report isthoroughly discussed. The council maywish to decide how the various items ofadvice can best be implemented. Ofcourse, the processing committee s reportshould be kept ratings in the left-hand columnshould be studied separately. Theseratings will enable the council to monitorits own priorities and vision of effort should be made to draft amaster plan of Ministry for thecongregation as conducted by the office-bearers frequently shouldevaluations be held?

Pastors and councils will probably find anannual EVALUATION to be effective andhelpful. The processing committee shouldkeep a file on the results of eachevaluation in order to be able to the council may wish thecongregation to know that an evaluationis being conducted, it should be verydiscreet about sharing details. You willfind that maintaining a low profilethroughout the entire process is toeveryone s Ministry FormationPastor-Church RelationsChristian Reformed Church of North AmericaCHURCHPASTORAL PERFORMANCE EVALUATION Introduction:This evaluative tool should not be used when there are unresolved problems amongcouncil members or between council and PASTOR . Should that be the ease it would bebetter to have a number of special sessions addressing the problems.
