2 Manure anddroppings shall beremoved from enclosures at least twice weekly and shall be removed from thepremises atleast once each week. In this subsection ``premises'' means the lot or parcel ofgroundupon which an enclosure is located. This subsection does not apply to areas zoned foragriculture.(c)..(e)CHAPTER 5 BUILDINGS AND BUILDING REGULATIONSR325 Sound covered under the International Residential Code shallbe subject to the followingprovisions:1) Buildings shall be designed for a maximum interiornoiselevel of 45 ) Exterior wall penetrations by pipe ducts or conduits shall be ) Mailboxes shall not be used through the door or ) Windows shall have two panes of glass and sound transmission rating of operable windows shall be weather stripped and airtight in accordance withASTM R-283-84-T Standard.

3 Perimeter window frames shall be sealed to ) All non-glazed portions of exterior side-hinged doors shall be solid-core wood orinsulated hollow metal or at least one and three-quarters inch thick and fullyweatherstripped. The perimeter doorframes shall be sealed to ) Fireplaces shall be provided with well fitting dampers, unless otherwiseprohibitedelsewhere in the ) Exterior walls shall be at least four inches in nominal depth and shall be finishedontheoutside with block, siding, sheathing, or stucco on one-inch Styrofoam. R-19fiberglass or cellulose insulation shall be installed continuously throughout thecavityspace behind the wall.

4 Total insulation R-value of the exterior wallassembly shall be 13 MISCELLANEOUS PROVISIONS AND OFFENSES2 Sec. 13-8. Camping may be permitted in the City of Peoria only under the following circumstances:(a) Camping in public recreation areas or private recreation areas specifically set asidefor,having zoning and a site plan permitting public camping purposes and clearly marked forpubliccamping purposes;(b) Camping events sponsored and conducted by and under the direction and control ofthe CityCommunity Services Department;(c) Camping:(i) In the yard of a residence with the consent of the owner or occupant ofthe residence,where the camping is in the rear yard, or in an area of a side yard or front yard thatisseparated from view from the street by a fence, hedge orother obstruction.

5 Or(ii) inside of alicensed and registered motor vehicle in the parking lot on the site of areligious institution withthe written consent of such institution, where thedriver/occupant of such vehicle is in possessionof a valid driver's license, provided thatno more than three vehicles shall be permitted at any onelocation, for a period not toexceed seven days in a thirty day consecutive period.(d) Camping shall not be permitted under this subsection:(1) Where it is conducted insuch a manner as to constitute a nuisance because ofnoise,inadequate sanitation, or other matters offensive to persons of ordinary sensibility;norwhere the camping is of such frequency, intensity or duration as to constitute ause ofland prohibited by any provision of the Peoria Zoning Ordinance or this code;nor whereprohibited under any provision of this code concerning use of mobilehomes.

6 Nor whereany fee, charge or other monetary consideration is collected forthe privilege of campingor for any services or the use of any facilities relatedthereto, or(2) In the parking lot of any retail, industrial, office, commercial establishment,regardlessof the permission of the owner, lessee, occupant or person having legal controlof suchproperty, unless such property has been specifically zoned to permit camping andhasapproved water and wastewater disposal facilities and other utilities for campingpurposes, or(3) On the Property of the United States, the State of Arizona , or any political subdivisionthereof, where the United States, the State or its political subdivisions have not providedfacilities for camping or have elected not to permit camping.

No. 94-02, 1/18/94)CHAPTER 13 MISCELLANEOUS PROVISIONS AND OFFENSESSec. 13-90 Noise ; definitions.(a) Decibel or dB means a unit that denotes the ratiobetween two quantitieswhich areproportional to power; the number of decibels corresponding to the ratio of twoamounts ofpower is ten (10) times the logarithm to the base of ten (10) of this ratio.(b)"Lawenforcementrestitution"mean sallpersonal services cost attributed tothe respondinglaw enforcement officer for the amount of time actually spent in respondingto or remaining atthe party, gathering or event. Also includes actual costs incurred by theCity for medical3treatment to injured officers; costs of repair to damaged City or officerequipment; value ofdamaged City or officer equipment in event the same cannot berepaired.

8 (c) Law enforcement special security assignment means the assignment of lawenforcementofficers and services incident to a second call to a location after the distributionof a writtenwarning to the person responsible that the party, gathering or event 13-2904 (d) Noise Level means the A weighed sound pressure level in decibelsobtained by using asound level meter at slow response with a reference pressure of twentymicropascals. The unit ofmeasurement shall be designated as dBA.(e) "Party, gathering or event" means two or more persons assembled orgathered on privateproperty.(f) Person means any individual, firm, association, partnership, joint ventureor corporation.

9 (g) Person responsible means the person or entity that owns or exercisescontrol over theproperty where the party, gathering or event takes place, the person incharge of the premisesand/or the organizer of the event, providing the same have beenprovided notice of thedisturbance. If the person responsible is a minor, the parents or legalguardians of that minorshall be jointly and severally liable for the law enforcementrestitution irrespective of the fact theparents or legal guardians had no prior notice of theviolation to the extent permitted under Title12, Chapter 6, Article 7, Section 12-661, Arizona Revised Statutes.

10 (h) Public space means any real property or structures on real property, ownedby agovernment entity and normally accessible to the public, including but not limited toparks andother residential areas.(i) Residential area means any real property which contains a structure orbuilding in whichone or more persons reside, provided that the structure of building isproperly zoned, or is legallynon conforming, for residential use in accordance with theterms and maps of the Peoria ZoningOrdinance.(Ord. 06-32, 09/05/06,Enacted) SUPP 2006-03 Sec. 13-91. Noise ; construction.(a) Construction of buildings and other projects.(1) Noise limitations: it shall be unlawful for any person to operate equipment orperformany outside construction or repair work on buildings, structures orprojects,or to operateany pile driver, power shovel, pneumatic hammer, derrick,power hoist or any otherconstruction type device except within the time periodsspecified below unless anappropriate permit has been obtained beforehand from theCity.
