This publication is a mandated revision. Summary. This revision is required to update administration of medication and performing caregiving health practices pur-suant to the Rehabilitation Act of 1973, as amended. The publication of this mandated revision does not rescind or supersede pol-icy changes to the regulation found in Army Directives (AD), including AD 2015-20 and 2015-44, existing at the time of this publication.
2 Applicability. a. This regulation applies to (1) The Regular Army. (2) The Army Reserve (USAR) on ac-tive duty, active duty for training, or special active duty for training (30 days or more du-ration). (3) The Army National Guard of the United States (ARNGUS) on active duty, active duty for training, or special active duty for training under title 10, United States Code (30 days or more duration). (4) Members of other uniformed Services (and their families) assigned to Army in-stallations. (5) Others entitled to care in medical treat-ment facilities (MTFs). b. This regulation does not apply to mem-bers of the USAR performing inactive duty training or to members of the ARNGUS performing duty in a State status under title 32, United States Code. Proponent and exception authority. The proponent of this regulation is the As-sistant Chief of Staff for Installation Man-agement.
3 The proponent has the authority to approve exceptions to this regulation that are consistent with controlling law and reg-ulation. Proponents may delegate this ap-proval authority, in writing, to a division chief within the proponent agency in the grade of colonel or the civilian equivalent. Army internal control process. This regulation contains management control provisions in accordance with AR 11 2, but does not contain checklists for conducting management control reviews. Alternative management control reviews are used to ac-complish assessment of management con-trols. Supplementation. Supplementation of this regulation and establishment of com-mand and local forms are prohibited with-out prior approval from the United States Army Community and Family support Center (USACFSC) (CFSC SF CY), 2461 Eisenhower Avenue, Alexandria, VA 22331 0521.
