3 Summary. This pamphlet outlines of-ficer professional development and career management programs for each of the army Medical Department 's six corps. Although it does not prescribe a path of assignments and educational opportuni-ties that will guarantee success, it does de-scribe the full spectrum of developmental opportunities and programs that officers can expect throughout their careers. In ad-dition, this pamphlet provides guidance on leader development concepts and re-sponsibilities, information on opportuni-ties for army Medical Department com-mand positions, offers detailed infor-mation on development and management of Reserve Component army Medical Department officers, and outlines army promotion policy including special con-siderations for army Medical Department officers.

4 Applicability. This pamphlet applies to the Regular army , the army National Guard/ army National Guard of the United States, and the army Re-serve, unless otherwise stated. During mobilization, procedures in this publica-tion can be modified to support policy changes as necessary. Proponent and exception authority. The proponent of this pamphlet is The Surgeon General. The proponent has the authority to approve exceptions or waiv-ers to this pamphlet that are consistent with controlling law and regulations. The proponent may delegate this approval au-thority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency, in the rank of colonel or the civilian equiva-lent.

5 Activities may request a waiver to this pamphlet by providing justification that includes a full analysis of the ex-pected benefits and must include a formal review by the activity s senior legal of-ficer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and forwarded through their higher headquarters to the policy proponent. Refer to AR 25 30 for specific guidance. Suggested improvements.
