2 3. Responsible Organisations Vietnam: Plant Protection Department, Ministry of Agriculture and Rural Development of Vietnam (herein after referred to as PPD). Australia: Department of Agriculture (herein after referred to as t he department ). 4. REQUIREMENTS for Regi stered Export Establishments Inspections, pre-shipment cold disinfestation, fumigation and irradiation treatments for quarantine pests must be conducted within registered export establis hment s. Export establishments are audited annually by the department and are required to have documented standard operating procedures (SOP) covering traceability and product security for each treatments. Export establishments involved in the export of orange fruits to Vietnam must be registered with the department prior to commencement of export. Inspection of fruit from recognised Mediterranean fruit fly free areas, must be conducted in a registered export establishment located within the same pest free area.

3 Export establishment details for those establishments that have exported to Vietnam under this protocol must be pr ovided to PPD o n request. 5. Management Measures for P ests of Concer n Growers participating in export trade from Australia undertake standard commercial infield controls ensuring appropriate pest management for produce destined for export. Verificat ion that appropr iate in-field measures have been effective is undertaken as part of export ins pection. 1 6. Management Measures for Mediterranean Fruit Fly Mediterranean frui t fly pest free area Orange fruit or iginating from areas recognised as be ing free from Medi terranean fruit fly (Ceratitis capitata) , which complies with International Standards for Phytosani tar y Measures (ISPM) 4 and 26 are not required to undergo mandatory disinfestation treatment. The department will notify PPD should outbreaks of Mediterranean fruit fly occur.

4 In those states / territories where Mediterranean fruit fly is known occur, monitoring must be undertaken to demonstrate fruit fly pest free places of p roduction. The following states / territories are recognised as being free of Mediterranean fruit fly: The State of Queensland The State of New Sou th Wales The State of Victoria The State of Tasmania The State of South Australia The Northern Territory The Australian Capi tal Territory . Areas not free from Mediterranean fruit fly Fruit or iginating from areas not free from Mediterranean fruit fly, must be subjected to one of the following treatments: Cold disinfestation treatment Orange fruit must be subjected to the fol lowing col d disinfestation treatment schedules. For or ange frui t originating in areas where Mediterranean fruit fly is present: Fruit pulp temperature Exposure period (consecutive days) 3oC or below 20 days or more OR Irradiation treatment Orange fruit must be subjected to irradiation treatment at a minimum absorbed dose of 400 Gray for Hemiptera (Aspidiotus neri i Bouch ; Hemiberlesia lat an iae (Sign oret); Isotenes miserana (Walker); Lepidosaphes gl ov erii Packard; Pseud ococcus viburni Signoret) and frui t flies of the family Tephritida e as per ISPM 18 OR Methyl bromide fumigation treatment Orange fruit must be subjected to treatment at the fol lowing rate 2 Temperature Dosage rate ( ) Exposure period (hour) 20 o C or greater 32g/m3 2 The loadi ng ratio should not exceed 50% of the chamber volume.

5 Measures for other pests of conc ern. Other pests of concern including those specified in Attachment 1, are address through standard commercial infield controls including quality checks and standard culling and sorting proc esses already part of the established export pathway. 7. REQUIREMENTS for Cold Disinfestation Treatment Cold disinfestation treatment can be pe rformed pre-shipment or in-transit. The in-transit treatment may be carried out partly as a pre-shipment treatment started in Australia and completed in- transit. In the event of a treatment failure in-transit, treatment may be completed on arri va l. Pre-shipment cold disinfestation treatment and in-transit cold disinfestation treatment are assessed on fruit temperatur e sensors only. Pre-shipment cold disinfestation treatment Treatment conducted prior to shipment must be supervised by the department in a cold di sinf estation treatment facility registered with the department.

6 Orange fruit intended for export to Vietnam may be treated con currently with orange fruit dest ined for ot her markets. If a consignment of orange frui t is to un dergo pre-shipment cold disinfestation treatment, the department must ensure compliance with conditions specified in Attachment 2. In-Transit Cold Disinf estation Treatment In-transit cold disinfestation treatment refers to cold di sinfestation treatment conducted in-transit. In-transit cold disinfestation treatment in shipping con tainers may be commenced on- shore and completed in-transit or completed at destination. Orange fruit must be pre-cooled until fruit pulp temperature is at or below the target treatment temperature prior to initiation of the cold disinfestation treatment. If a consignment of orange fruit is to undergo in-transit cold disinfestation treatment, the depa rtment must ensure compliance with conditions specified in Attachment 3.

7 A certificate of calibr ation for in-transit cold disinfestation treatment must accompany every consignment. 3 8. REQUIREMENTS for Irradiation Treatment Irradiation treatment must be conducted in an irradiation facility registered as an export establ ishment with the department. The application of the irradiation treatment must be carried out in accordance with the relevant ISPMs. The fol lowing irradiation doses are appr oved for the treatment of o range fruit: Minimum absorbed dose of 4 00 Gray for pl ant pe sts of the class Insecta except pupae and adults of the order Lepidoptera. The maximum absorbed dose for o range frui t must not exceed 1 Kilogray as per the Australia New Zealand Food Standards Code (FSC) REQUIREMENTS If a consignment of orange frui t is to undergo irradiation treatment, the department must ensure complia nce with conditions specified in Attachment 4.

8 9. REQUIREMENTS for Packing and Labeling Packing material may be made of corrugated fiber-board, polystyrene, pl astic or wooden crates that can be manufactured either from recycled material or virgi n material. Where cartons are used, they must be clean and new. Orange fruit must be packed in containers which are free from soil, sand and contaminating plant materials leaves, twigs, plant debris or other potential carri ers of quarantine pests. Orange fruit subjected to pre-shipment cold di sinf estation treatment, fumigation or irradiation treatment and expor ted by sea or air freight must be packed in such a way to ensure product security is maintained. Orange fruit transpor ted or treated in-transit in secure self-refrigerated shipping containers are exempt from the REQUIREMENTS specified in 9. 3 Each pallet must have necessary inf or mation to facilitate traceability.

9 The following information must appear on each pallet, in English, as a minimum requirement. All con signments other than those subject to irradiation - FOR VIETNAM - Country of origin ( Produce of Australia, Produc t of Australia) - Name of exporting company - Name of fruit (common na me) - Export establishment registration number 4 Irradiated consign ment s - FOR VIETNAM - Country of origin ( Produce of Australia, Produc t of Australia) - Name of exporting company - Name of fruit (common na me) - Export establishment registration number - Treated with ionising irradiation or Irradiated (food) - (Optional) Food irradi ation symbol to be di splayed near the name of fruit: All consignments destined to Vietnam using solid wood packing material must comply with ISPM 15. 10. Export Inspection Before orange fruit are certified for export to Vietnam, the de pa rtment must be satisfied that the following processes required by PPD have been undertaken.

10 Orange fruit have been inspected by a depa rtmental inspector or an officer authorised by the department in accor dance with appropriate official pr ocedures (aligned with ISPM 23 and 31) and foun d to be free from quarantine pests specified in Attachment 1; and Orange fruit that have or iginated from areas not recognised as Mediterranean frui t fly free have unde rgone one of the management measures for quarantine pests as specified in section 7; and Orange fruit are free from soil, sand and contaminating plant materials leaves, twigs, plant debris or other potential carriers of quarantine pests. 11. PHYTOSANITARY Certification A PHYTOSANITARY certificate issued by the department is required. The or iginal copy must accompany each consignment and include one of the f ollowing additional declarations as specified in Attachment 5. 12. Treatment infor mation Cold disinfestation treatment If the consignment is s ubjected to pre-shipment cold disinfestation treatment, treatment temperatur e and period (number of consecutive days) must be i nserted in the Treatment section of the PHYTOSANITARY certificate.
