A major WHO function toachieve such goals is the responsibility to propose .. regulations, and to makerecommendations with respect to international health matters .. The first WHO document dealing specifically with public Drinking-water quality waspublished in 1958 as International Standards for Drinking-water . It was subsequentlyrevised in 1963 and in 1971 under the same title.

3 In 1984 1985, the first edition of theWHO Guidelines for Drinking-water quality (GDWQ) was published in threevolumes: Volume 1, Recommendations; Volume 2, health criteria and othersupporting information; and Volume 3, Surveillance and control of communitysupplies. Second editions of these volumes were published in 1993, 1996 and 1997,respectively. Addenda to Volumes 1 and 2 of the second edition were published in1998, addressing selected chemicals. An addendum on microbiological aspectsreviewing selected microorganisms was published in GDWQ are subject to a rolling revision process. Through this process, microbial,chemical and radiological aspects of Drinking-water are subject to periodic review,and documentation related to aspects of protection and control of public Drinking-water quality is accordingly the first edition of the GDWQ, WHO has published information on healthcriteria and other supporting information to the GDWQ, describing the approachesused in deriving guideline values and presenting critical reviews and evaluations ofthe effects on human health of the substances or contaminants examined in each chemical contaminant or substance considered, a lead institution prepared ahealth criteria document evaluating the risks for human health from exposure to theparticular chemical in Drinking-water .

4 Institutions from Canada, Denmark, Finland,France, Germany, Italy, Japan, Netherlands, Norway, Poland, Sweden, UnitedKingdom and United States of America prepared the requested health the responsibility of the coordinators for a group of chemicals considered in theguidelines, the draft health criteria documents were submitted to a number ofscientific institutions and selected experts for peer review. Comments were taken intoconsideration by the coordinators and authors before the documents were submittedfor final evaluation by the experts meetings. A final task force meeting reviewed thehealth risk assessments and public and peer review comments and, where appropriate,decided upon guideline values. During preparation of the third edition of the GDWQ,it was decided to include a public review via the world wide web in the process ofdevelopment of the health criteria the preparation of health criteria documents and at experts meetings, carefulconsideration was given to information available in previous risk assessments carriedout by the International Programme on Chemical Safety, in its Environmental Health3 Criteria monographs and Concise International Chemical Assessment Documents, theInternational Agency for Research on Cancer, the joint FAO/WHO Meetings onPesticide Residues, and the joint FAO/WHO Expert Committee on Food Additives(which evaluates contaminants such as lead, cadmium, nitrate and nitrite in addition tofood additives).

They are ubiquitous pollutants formed from the combustion offossil fuels and are always found as a mixture of individual compounds. Owing to their lowsolubility and high affinity for particulate matter, PAHs are not usually found in water innotable concentrations. Their presence in surface water or groundwater is an indication of asource of pollution.

7 PAHs are only slowly biodegradable under aerobic conditions and arestable to hydrolysis. The relative concentrations of PAHs in air, water, and food are usuallythe same, although this can change depending on certain sources of pollution. In Drinking-water , the PAHs detected in the highest concentrations are fluoranthene (FA), phenanthrene,pyrene (PY), and anthracene. Of the six PAHs usually measured in water for regulatorypurposes, FA is the only PAH that is detected to any significant extent. Some PAHs areknown carcinogens, but many of these have not been measured in Drinking-water , have notbeen detected in Drinking-water ( dibenzo[a,e]pyrene, dibenzo[a,h]pyrene, chrysene), orhave been found in relatively low concentrations in Drinking-water . BaP, a carcinogen, is themost extensively studied PAH (WHO, 1996).Chlorinated PAHs may be formed where residual chlorine is present in Drinking-water (Shiraishi et al.)

(27 C)7 Temperature not Range of measured data for sediments and Not usesOnly a small number of PAHs are produced commercially, including FA and PY, which areused mainly as intermediates in the production of fluorescent dyes (FA) and perinon pigments(PY) (Franck & Stadelhofer, 1987; Griesbaum et al., 1989). In 1993, one of the greatestproducers worldwide manufactured <50 t of FA and <500 t of PY (WHO, 1997).Coal and crude oils contain PAHs in considerable concentrations owing to diageneticformation in fossil fuels (IARC, 1985, 1989). As a consequence, the compounds are alsofound in coal and mineral oil products such as coke, bitumen, coal tar (and creosote), heatingoils, vehicle fuels, lubricating and cutting oils, and printing colour oils (Grimmer et al.)

10 , 1981;IARC, 1984; Tetzen, 1989; Menichini et al., 1990).PAHs in the environment are almost always derived from anthropogenic activities. Thelargest amount of PAHs enters the environment via the atmosphere from incompletecombustion processes, such as processing of coal and crude oil ( refining, coalgasification, coking), industrial use of coal and mineral oil products (aluminium production,iron and steel production, foundries), heating (power plants and residential heating usingwood, coal, and mineral oil), fires ( forest, straw, agriculture, cooking), incineration ofrefuse, vehicle traffic, tobacco smoking, and volcanic activities (for quantitative data on therelease of PAHs in the environment, see WHO, 1997).Environmental fatePAHs are emitted mainly into the atmosphere and have been detected long distances fromtheir source (Bj rseth & Sortland, 1983; McVeety & Hites, 1988). Because of their lowvapour pressures, compounds with five or more aromatic rings will exist mainly adsorbed toairborne particulate matter, such as fly ash and soot.
