2 ( )The ChallengesThe goal of issuing an e-ID card wasto revolutionize the way in whichPortuguese citizens interact with thegovernment. 4 As thePortuguese constitution forbids asingle central database for names,several identifiers can be found on thecitizen card , at the front and back ofthe card (Civil ID number, socialsecurity number, tax number,healthcare user number).In 2006, INCM selected Gemalto asprime contractor to provide the digitalsecurity solution for the national eIDcard (Sealys eID), including the secureoperating system, the personalizationsystem (Coesys Issuance solution) aswell as the applications, themiddleware and associated helpdeskservices with Zetes Bur tica, thePortuguese subsidiary of BelgianZetes to the visual nature of identitycards, high security printingtechniques were used on the cardbody itself augmenting the physicalsecurity of the ResultsA first pilot phase started February14, 2007 in the Azores region.

Theincrease in citizens ' satisfactionregarding these multichannel servicesdelivered 24/7 should in timelead to a true international recognitionof the quality on offer and a feeling ofpride on the part of the citizens fortheir public services. Portugal issues electronic residence permitsEarly 2009, the Portuguese mint and national printing office, has begun issuingGemalto s Sealys Resident cards, compliant with the electronic EuropeanResidence Permit (eERP) specifications and the latest ICAO Extended AccessControl standards.

10 Gemalto will deliver 150,000 inlays per year over the next threeyears and has also supplied INCM with its Coesys Issuance personalizationsolution. Portugal is thus fulfilling the EU recommendation that requires all 27member states to roll out the eERP from eERP card provides temporary residence entitlement for non-EU citizens . Itembeds a contactless chip which securely stores biometric data, simplifyingresidency entitlement verification and also stores ID data for social security and taxaffairs.
