I ii PREFACE Since the restoration of democracy and representative Government in 2008, Pakistan has vigorously confronted various terrorist groups with considerable resources, courage and determination. However, the struggle against terrorism is always very costly and extremely painful. More then 50,000 persons have so far sacrificed their lives in brutal terrorist attacks all over the country specially in FATA, KPK and Balochistan. The causalities include unarmed citizens, elders, political leaders, soldiers and policemen. Terrorists have neither spared women, elderly persons nor innocent children. National economy continues to suffer losses of billion rupees annually. The continued cowardly attacks on polio vaccination volunteers, suicide/IED attacks on schools, mosques, shrines and minorities are some manifestations of terrorists aims and objectives.

However, the struggle against terrorism is always very costly and extremely painful. 2 The challenge to curb and contain terrorism in Pakistan is a daunting one, with few parallels in modern history. But we can not afford to give up or loose this struggle because future of our country depends on the outcome. The Federal Government has recently introduced a number of fresh legislations to enable security forces and LEAs to confront terrorist groups more effectively. The grave challenge to our national security demands that Federal and Provincial Governments plan and act in unison and ensure timely and proper co-ordination between police departments and intelligence agencies to identify, apprehend and prosecute terrorists involved in heinous cases. One basic step towards eliminating terrorist activities is the proper identification of MWTs and their associates/facilitators.

3 These fugitives from law should not be allowed to plan, associate, communicate, finance, travel and lodge with ease anywhere in the country or abroad. The Provincial CID s/CTD and CTW FIA have already taken the first steps to prepare national Database to collect, store and effectively disseminate information about MWTs, Terrorists incidents and organizations. The current book on MWTs is a product of co-operation between various Law enforcement Departments. Furthermore, in 2012 the previously known CTWs terrorist Information System and Terrorist Incidents Analysis System have been convertd into National Criminal Database jointly owned and operated by CTW FIA and Provincial CIDs/CTDs. The system is now connected live to all Provincial CIDs/CTDs. Each department can enter its data and also review terrorists incidents and IEDs analysis and latest trends and patterns of terrorism etc.

4 Subsequently NCDB will be connected to all Police Districts. Further progress depends on the quality of data entered by various stakeholders. While all measures have been adopted to ensure accuracy of entered record, however, information and record regarding secretive terrorist organizations and their members is never up to date.
