PREFACE The Standard Specifications have been prepared to complement the Standard Detail Drawings and to provide the minimum requirements for products, materials and workmanship with respect to construction of additions to and replacements of the water system that is to be operated by the White House Utility District (WHUD). These Standard Specifications are only to be used for projects with Drawings that have been approved by the Tennessee Department of Environment and Conservation, Division of Water Supply and prepared by WHUD, by its design consultant, or by a developer's engineer, whose Drawings must first be approved by WHUD. All references in these Standard Specifications to Engineer and Owner shall mean WHUD.

1 PREFACE The Standard Specifications have been prepared to complement the Standard Detail Drawings and to provide the minimum requirements for products, materials and workmanship with respect to construction of additions to and replacements of the water system that is to be operated by the White House Utility District (WHUD). All references in these Standard Specifications to Engineer and Owner shall mean WHUD.

2 WHUD s representative in the field is its Inspector(s). The Inspector has the authority to make decisions on behalf of WHUD in the field to with respect to construction installation of water facilities. This authority includes, but is not limited to: determination of necessary field changes; interpretation of plans and specifications; and assessment of material suitability. These Standard Specifications are subject to revision for a specific project, with such revisions being identified in the Bidding Requirements and Special Conditions document prepared by WHUD or its design consultant, or with such revisions being noted on the Drawings approved by WHUD. WHUD has the final authority as to the use and interpretation of these Standard Specifications.

3 Conditions may require additional requirements not mentioned here. WORK SITE SAFETY The Contractor has sole responsibility for work site safety. Adherence to all applicable laws, regulations, and requirements such as those enforced by OSHA and TOSHA, and the means and methods regarding the construction and installation, are the responsibility of the Contractor. Clearing and grubbing includes, but is not limited to, removing from the Project site, trees, stumps, roots, brush, structures, abandoned utilities, trash, debris and all other materials found on or near the surface of the ground in the construction area and are to be removed. Precautionary measures that prevent damage to existing features that are to remain is part of the Work. B. Clearing and grubbing operations shall be coordinated with temporary and permanent erosion and sedimentation control procedures. Compliance with Law A. The Contractor shall comply with all applicable codes, ordinances, rules, regulations , requirements, and laws of local, municipal, state or federal authorities having jurisdiction over the Project.

6 All required permits shall be obtained for construction operations by the Contractor. B. Open burning, if allowed, shall first be permitted by the governmental authority having jurisdiction. The Contractor shall notify the local fire department and abide by fire department requirements and restrictions. Job Conditions Location of the Work: The area to be cleared and grubbed is shown schematically on the Drawings or specified below. It includes all areas designated for construction. Part 2 Equipment Equipment The Contractor shall furnish all equipment of the type normally used in clearing and grubbing operations including, but not limited to, tractors, trucks and loaders. Part 3 Execution Scheduling of Clearing A. The Contractor shall clear at each construction site only that length or area of the right-of-way or permanent or construction easement that would be required for the work to be performed during the next thirty (30) days.

7 This area or length shall be determined from the Contractor's Progress Schedule. B. The Engineer may permit clearing for additional areas or lengths of the pipe line provided that erosion and sedimentation controls are in place and a satisfactory stand of grass is established. Should a satisfactory stand of grass not be possible, no 02110 - 2 Clearing and Grubbing additional clearing shall be permitted beyond that specified in section (A) C. A satisfactory stand of grass shall have no bare spots larger than one square yard and all bare spots combined shall not comprise more than one percent of any given area. Clearing and Grubbing A. Clear and grub as required on each side of the pipeline before excavating. Remove from site all trees, growth, debris, stumps and other unsuitable as backfill material matter.

8 Clear the construction easement or road right-of-way only as necessary. B. Materials to be cleared, grubbed and removed from the Project site include, but are not limited to, all trees, stumps, roots, brush, trash, organic matter, paving, miscellaneous structures, houses, debris and abandoned utilities. C. Grubbing shall consist of completely removing roots, stumps, trash and other debris from all graded areas so that they are free of roots and debris. Topsoil is to be left sufficiently clean so that further picking and raking will not be required. D. All stumps, roots, foundations and planking embedded in the ground shall be removed and properly disposed offsite. Pilings and butts of utility poles shall be removed to a minimum depth of two feet below the limits of excavation for structures, trenches and roadways or two feet below finish grade, whichever is lower.

9 E. Landscape features shall include, but are not necessarily limited to, fences, cultivated trees, cultivated shrubbery, property corners, man-made improvements, subdivision and other signs within the right-of-way and easement. The Contractor shall take extreme care in moving landscape features and promptly re-establishing these features. F. Surface rocks and boulders shall be grubbed from the soil and removed from the site if not suitable as rip rap, if rip rap is required by the Drawings. G. Where tree limbs interfere with utility wires, or where the trees to be felled are in close proximity to utility wires, the tree or its limbs shall be taken down in sections to eliminate the possibility of damage to the utility. H. Any work pertaining to utilities or utility poles shall comply with the requirements of the appropriate utility.

10 I. All fences adjoining any excavation or embankment that, in the Contractor's opinion, may be damaged or buried, shall be carefully removed, stored and replaced. Any fencing that, in the Engineer's opinion, is significantly damaged shall be replaced with new fence material at no cost to Owner. J. The Contractor shall exercise special precautions for the protection and preservation of trees, cultivated shrubs, sod, fences, etc. situated within the limits of the construction area but not directly within excavation and/or fill limits. The Contractor 02110 - 3 Clearing and Grubbing shall be responsible for any damage the Contractor's operations cause to such property. K. The Contractor shall be responsible for any damage to existing improvements resulting from Contractor's operations.
