2 O Realigns under The Judge Advocate General the responsibility for theSecretary of the army delegation review (paras 1-15a and 3-11b).o Clarifies the Secretary of the army delegation of authentication and approvalauthority to the Administrative Assistant to the Secretary of the army andexpands the existing exclusion of certain Department of the army GeneralOrders to include those that establish or reorganize elements of theDepartment of the army (para 1-7).o Requires mandatory generic staff action control email addresses for HQDA agencies and MACOMs (para 1-19c).o Requires commanders of major army command and major subordinate commands toreview and comment on draft publications when command coordination orapproval is required (para 1-20k).o Clarifies use of contractors as Publishing and Printing managers (para 1-23).o Standardizes the 18-month review requirement for all publication categories(para 1-26c).

4 Specifically, this revision dated 2 June 2004-o Assigns responsibilities to the Assistant Secretary of the army (Acquisition,Logistics, and Technology) (para 1-11).o Requires, to the maximum extent possible, staffing publicationselectronically (para 3-11a(3)).o Sets policy for electronic technical manuals (ETMs)/interactive electronictechnical manuals (IETMs) (para 3-16).This revision dated 16 March 2004-o Updates the list of major army commands to reflect the name change of theMilitary Traffic Management Command (MTMC) to Military Surface Deployment andDistribution Command (SDDC) and the new status of the army South as amajor subordinate command of the army Forces Command (fig 3-2).o Changes the wording to be used in the proponent and exception authorityparagraph to clarify that division chiefs in the proponent agency orofficials in the grade of colonel or the civilian equivalent in the agency sdirect reporting unit or field operating agency may approve exceptions topolicy (fig.)
