5 Each attendee must be identified on the Project Team Composition (PTC) Form. No additional personnel may attend the interview. Proposals and Interviews will be evaluated, and the combined score will be the basis for the selection. Interviews will be scheduled the week of May 8, 2017 and the week of May 15, 2017. The task leaders of the following work categories Complex Highway Design, Roadway Construction Management and Inspection, Material Testing, NLC-2 Independent Verification and Validation of Highway Design, NLC-4 Owner Verification Testing listed in this solicitation are requested to attend the interview with the project manager. Original Posting Date: March 1, 2017 Posting Period: 21 Days REQUEST FOR QUALIFICATIONS (RFQ) TO CONTRACT FOR SPECIFIC DELIVERABLE CONTRACTS FEDERAL PROCESS - WITH DBE GOAL Page 2 of 15 The Texas Department of Transportation (TxDOT) intends to enter into a specific deliverable contract with a prime provider pursuant to Texas Government Code, Chapter 2254, Subchapter A, and 43 Texas Administrative Code (TAC) , to provide the following Services described below.

7 Description of Services to be Provided: The PEPS division is advertising for the following project. General Engineering Consultant (GEC) to provide Engineering and planning support on the following projects in the Houston and Beaumont Districts: The SH 99 (Grand Parkway) Segment H, I-1, and I-2 project lies northeast of Houston within Chambers, Harris, Liberty, and Montgomery counties and will increase capacity by providing: a new tolled two-lane controlled access facility, with intermittent four-lane sections for passing, from US 59 North to IH 10 East (Segments H & I-1, approximately miles); four additional toll lanes from FM 1405 to SH 146 (Segment I-2B, approximately miles).

8 And upgrade tolling equipment to the existing tolled four-lane facility from IH 10 East to FM 1405 (I-2A, existing miles). TxDOT is currently under Procurement for a Design-Build Contractor. The Design-Build contractor would build the miles of Initial Phase Base Scope and be responsible for maintaining portions of the project through a Capital Maintenance Agreement. The Houston and Beaumont Districts will maintain portions of the existing I-2A and I-2B, and perform all routine maintenance for all segments of the H&I facility. The Design-Build Contractor will also provide an Option Bid to construct the ultimate four-lane facility from I-69/US-59 to Huffman-Cleveland Road.
