1 March 6, 2018 RE: hillsborough county aviation authority s public notice prior to submitting a new application to impose and use a passenger facility charge (PFC) at Tampa International Airport (TPA); PFC Application No. 18-11-C-00-TPA The hillsborough county aviation authority ( authority ) is posting this public notice as part of the PFC Application process under Title 14 Code of Federal Regulations (CFR) The authority will be accepting public comments on the proposed new PFC Application through April 5, 2018. As part of the process, the following information is being provided: (1) Project Descriptions and brief Project Justifications , (2) PFC collection level, estimated PFC revenue, proposed charge effective date, estimated PFC charge expiration date, and comingling with PFC No. 15-10-C-00-TPA, and (3) authority point of contact. 1) Project Descriptions and Justifications a) Demolition of the Red Side Garage Project Amount (excluding PFC Bond Financing & Interest Costs): $10,631,000 PFC PAYGO: $0 PFC Bond Capital: $6,408,673 PFC Bond Financing & Interest: $9,886,412 Federal Grants: $0 State Grants: $0 Local Funds: $4,222,327 PFC Collection Level: $ Start Date: September 2018 End Date: May 2019 Description.
2 This Project consists of the demolition of two existing facilities which are in direct conflict with future Phase 2 and Phase 3 expansion projects. Those projects include the construction of an additional Red Side Curbside and an APM for the future Airside D. Additionally, the existing facilities conflict the future identified site for the FAA Air Traffic Control Tower (ATCT) and the Terminal Radar Approach Control (TRACON) building when the ATCT and TRACON become unserviceable as determined by the FAA. The facilities to be demolished include the Red Side Rental Car Garage (RRCG) as well as the remaining segment of the old Airside D Automatic People Mover (APM) guideway infrastructure. Per the 2012 Master Plan Update, the existing facilities are incompatible with future airport use. Red Rental Car Garage Demolition The existing RRCG is a post tensioned structure situated on the north side of the Terminal. The structure is bounded by George Bean Parkway to the north, Red Arrivals Drive on the west and south and the TPA Service Road to the east.
3 Demolition of the RRCG includes the following: a. Demolition of seven levels and three levels. of Post Tensioned parking structure of the RRCG on the east and west side, respectively, of the old Airside D Guideway b. Demolition of the elevated exit ramp over the George Bean Parkway c. Demolition of the concrete and steel canopy between the RRCG and Administration Service Building d. Demolition of the pile caps and approximately top eight feet of piles for the RRCG to reduce the potential impact caused by the existing piles to future utilities e. Fill, regrade and sod to a level site Airside D Automatic People Mover (APM) Guideway (A/S D APM Guideway) Demolition The existing A/S D APM Guideway consists of a cast-in-place concrete foundations and pier structure that support precast decks that span between the piers. The A/S D APM Guideway runs from the Main Terminal Building through the RRCG and ends at the Airside D Hardstand.
4 Demolition of the A/S D APM Guideway includes the following: a. Demolition of 800 linear feet of steel and precast concrete guideway bridge b. Demolition of 12 concrete guideway bridge supports c. Demolition of pile caps and top 8 feet of piles. d. Fill, regrade and sod to a level site Project Need/Justification. The demolition of these facilities is necessary because they are directly in conflict with future expansion including the construction of an additional Red Side Curbside, an APM for the future Airside D and the future identified site for the FAA Air Traffic Control Tower (ATCT) and the Terminal Radar Approach Control (TRACON) building. The RRCG was constructed in 2005 to allow customer pick-up of rental cars on the Red Side of the Main Terminal. The garage has a capacity of 696 vehicles and sits on approximately 2 acres of land and includes seven levels on the east side of the A/S D APM Guideway and three levels on the west side of the A/S D APM Guideway.
5 With the construction of the new Consolidated Rental Car Facility (ConRAC) in the South Terminal Support Area (STSA) which opened on February 14th, 2018, the existing garage is not needed and is incompatible with the 2012 Master Plan Update s future terminal area development. Additionally, the existing segment of the old A/S D APM Guideway is also deemed incompatible for future use as the 2012 Master Plan Update has identified a new alignment for the future Airside D APM. In 2016, the authority revalidated the 2012 Master Plan Update. Since March 2012, TPA has experienced 85% peak hour growth which has increased congestion on the airport s curbsides. The current curbsides can handle approximately 20 million annual passengers (MAP) at a Service Level C which is an average level of service. Based on the current passenger projections, the existing curbsides will need to be expanded to be able to handle the projected traffic levels of up to 34 million annual passengers.
6 In addition, this Project is also an enabling Project for the future addition of a new Airside D. Once a new Airside D is constructed it will be connected to the Main Terminal facility via an Automated People Mover system and the existing Red Side Garage is in the way of that conveyance. b) Design and Construct Central Energy Plant Replacement Project Amount (excluding PFC Bond Financing & Interest Costs): $109,992,000 PFC PAYGO: $0 PFC Bond Capital: $32,828,000 PFC Bond Financing & Interest: $50,642,484 Federal Grants: $0 State Grants: $0 Local Funds: $77,164,000 PFC Collection Level: $ Start Date: May 2019 End Date: May 2021 Description. This Project includes the following components, which will be described in more detail below: Design and Construction of a new Central Energy Plant Design and Construction of the Main Terminal Loading Dock Building A key element of Phase 2 of the Master Plan is the construction of a series of expanded curbsides on both the Red and Blue sides of the Main Terminal complex, as well as expanded roadways and circulation buildings.
7 Phase 2 enables Phase 3 of the Master Plan, which includes a new Airside D. An enabling Project for the curbside expansion will be the construction of a new Central Energy Plant. The existing Central Energy Plant, which services the Main Terminal, is located within the authority Administration Building. The authority Administration Building will have to be demolished as it is located within the footprint of the new expanded Main Terminal s Red Curbside (Red Curbside). Implementation of the Project will start with modification of the FAA parking lot to clear the site of the future Central Energy Plant. The existing 120-space lot will be reconfigured to provide a total of 97 spaces based on the parking requirements from the replacement tower siting Project being conducted by the FAA. The scope of the FAA Parking Lot Project is explained here as it relates to the new Central Energy Plant Project but the costs are not included in this application.
8 The site for the new Central Energy Plant will be northwest of the modified parking lot. The new Central Energy Plant will be a three-story facility including the communications room, chillers, boilers and cooling towers, control room, shop/muster rooms, and restrooms. The scope of the new Central Energy Plant includes the following components: First Floor (16 tall) 7,150 SF- this space will consist of a fire pump room, water softener system, underground utility corridor, communications room, shop room, control room and rest and break rooms. Second Floor (22 tall) 7,150 SF - this will house the (4) 1,100 ton chillers and (5) 2,000 MBH boilers Roof Level (35 tall) 7,150 SF the (4) 1,100-ton cooling towers Tampa Electric Company s (TECO) transformers and electrical switchgear will be housed in a separate two-story electrical service building directly west of their current location within the footprint of the existing administration building, but clear of the future curbside expansion limits.
9 The existing elevator shaft will remain in its current location and be converted to a vertical chase to maintain a path for electrical services into the Main Terminal. The existing loading dock facility will be displaced by the demolition of the existing administration building and construction of the new electrical service building which has been sited to preserve access to the existing vertical path to the terminal. A new loading dock facility will be constructed east, south and west of the existing Marriott Hotel (Marriott) loading docks, outside of Marriott s existing lease limit. The new loading dock facility will provide seven semi-truck docks and two trash/recycling spaces to the east and west of the existing Marriott loading dock. There will be no impact to the existing Marriott loading dock facilities. All of the new loading dock positions will be under canopy cover. One new freight elevator and stairwell will be constructed at the northwest edge of the existing arcade, and one additional elevator will be constructed at the northeast edge of the existing arcade.
10 In addition, 5,600 SF of concessions storage and equipped commissary spaces will be constructed on an elevated level directly under the existing arcade, and will be connected to the second floor of the electrical service building. A common corridor will be provided from the elevator to the concessions and electrical service spaces. Another common corridor will be constructed on the Transfer Level along the west edge of the arcade to provide circulation routes to the Main Terminal. After all impacted facilities have been constructed, the remaining portions of the existing administration building will be demolished. Project Need/Justification. This Central Energy Plant Replacement Project is required to replace the current Central Energy Plant that must be demolished to accommodate the expansion of the Red Side Curbside. Before the current Central Energy Plant can be demolished, a replacement Central Energy Plant needs to be built.
