2 University , private and government funds will be used to: 1) provide state-of-the-art, high-technology instruction and research lab space to better address the educational needs of a growing enrollment ; 2) expand instructional program opportunities, including recruitment and retention; 3) foster industry partnerships; 4) expand interdisciplinary research funding. Key Features Interdisciplinary Innovation Nexus Building will be the new home of several of the College s Interdisciplinary Research Institutes such as our Biotech Lab to capitalize on UF s strengths in health care and engineering. As well, the Engineering Innovation Institute and Engineering Leadership Institute will be housed here so that innovative thought and leadership are not more than a few steps away Emphasis on human centered design Human Centered Design is the basis for optimizing technology around how users can, want, or need to use the product, rather than forcing the users to change their behavior to accommodate the technology.

3 Innovation Nexus will provide the necessary labs and teaching environments that encourage this approach. Team and problem based learning through Collaboratories Capstone design labs will provide areas for team and problem based learning to be enhanced so that almost all engineering programs have a chance to collaborate on big ideas Highly experiential A freshman design lab as well as computer design lab and all-student prototyping lab will give hands-on opportunities starting in the freshman year. Globally networked and partially virtual A global telepresence lab will provide connection to our Global Innovation Network of Gator Engineering alumni, global experts and student and faculty teams to enhance real-world team approach to innovation.

4 Workforce and Economic Development Focus As one of the state s premier universities, the University of Florida is perfectly positioned to address the state s workforce and economic development goals in this area. The Innovation Nexus Building will be home to the Engineering Industry Experiment Station to provide collaboration on research and development with industry state and nationwide. The home of the Engineering Innovation Institute and Leadership Institute will provide the necessary tech transfer focus to continue to develop companies based in Florida and also enhance entrepreneurship within our largest industrial partners.

5 Focus on Engineering Retention Currently, the US and our own College of Engineering face attrition of over 45% of students leaving engineering by their junior year. Our Freshman Design Lab and other prototyping labs will provide hands-PDC REVISED: JULY 2014 PAGE 1 OF 4 on learning to students who have entered UF eager to begin their engineering experience. By providing this experiential learning we address the overall retention issues facing engineering nationally. Major building systems, including (mechanical and the building envelope), will be commissioned by an independent consultant, with whom the Construction Manager shall plan and coordinate its efforts.

6 Gold LEED (Leadership in Energy and Environmental Design) certification by the US Green Building Council is mandatory, but the team shall work with the University and design professionals to analyze the possibility of achieving a higher level of certification. The Construction Manager shall include consideration of this objective throughout the pre-construction phase and shall incorporate LEED and other environmental best management practices in the execution of construction and management of the jobsite. The proposed team shall include at least one LEED-accredited field construction professional. B. SELECTION CRITERIA and PROCESS: Applicants will be evaluated on the basis of their past performance, experience, personnel, references, bonding capacity, and responses to questions posed both in the shortlist and interview phases.

7 Scores will be based on the following non-prioritized criteria as illustrated in the (10) past Project examples listed in the CMQS submittal. Additional criteria will be outlined for short-listed applicants, who will be asked to submit a draft design and construction schedule prior to the interview. 8 Construction Manager s understanding of the Project s intent, goals, and objectives as outlined in the draft facilities program. A portion of the shortlist phase score will be devoted to the applicant s past performance rating on work at or for the University of Florida . The University will use either the cumulative average score of the applicant(s) or the current average score of all firms for an applicant who does not have a performance evaluation history with the University . For Joint Venture applicants, the proportionate average of scores for JV partners shall be used. Scores from the shortlist phase are not additive with scores from the interview phase, but the Committee reserves the right to consider information provided in the CMQS submittal during the interview phase.

Late submittals, unsigned submittals, or those on a form other than the Project -specific CMQS, will be disqualified. 3. At least three applicants will be selected for the interview phase, unless fewer than three apply. In the event of a tie in the shortlist ranking, when the margin between two applicants among the top scores is less than one/tenth ( ), the Committee may select additional applicants for interview.
