2 Areas requiring renovation or remodeling may include animal research or holding areas, research laboratories, classrooms, library and media centers, offices and related functions, outpatient clinics, reception and waiting areas, lobbies and corridors, atriums, courtyards and plazas, modular and pre-engineered buildings, apartments, dormitories, athletic facilities, and associated roadways, sitework, sidewalks, and landscaping. Projects could be located on the University of Florida main campus or at UF and IFAS facilities throughout the State of Florida . The maximum per- Project construction cost is $2,000,000. This is an open-ended contract for a period of one year with an option to renew for two additional one-year periods. Ten (10) contracts will be awarded. Two (2) of the ten (10) contracts will be awarded to Small Businesses , defined by the State of Florida as an independently owned and operated business concern that employs 200 or fewer permanent full-time employees and that, together with its affiliates, has a net worth of not more than $5 million or any firm based in this state which has a Small Business Administration 8(a) certification.

3 As applicable to sole proprietorships, the $5 million net worth requirement shall include both personal and business investments. Two (2) of the ten (10) contracts will be awarded to Small Emerging Businesses , defined as meeting the Small Business criteria referenced above and having performed less than $500,000 in construction at the University of Florida cumulatively over the past three fiscal years. Criteria will be verified following the selection and award processes. B. SELECTION CRITERIA and PROCESS: Applicants will be evaluated on the basis of their past performance, experience, personnel, references, bonding capacity, LEED and Building Information Modeling capabilities, and responses to questions posed both in the shortlist and interview phases. Scores will be based on the following non-prioritized criteria as illustrated in the (5) past Project examples listed in the CMQS submittal.

4 Additional criteria may be outlined for short-listed applicants. Construction Manager s understanding of the Minor Projects diverse Project types, delivery intent, goals, and objectives as outlined in the above Project description Satisfactory performance of work in a heavily occupied building or campus setting requiring continued operation without interruption, including delivery of projects with limited or no laydown area and/or remote contractor parking Ability to deliver pricing and subsequent construction in a tight timeframe Construction Manager s understanding of sustainable construction practices and the USGBC s LEED rating system and its implications in the construction process Understanding of and ability to deliver projects designed utilizing Building Information Modeling (BIM)

5 , including maintenance of the model during construction and delivery of final as-built documents in the BIM format (required for CM and preferred for the Small and Small Emerging CM applicants) FPC REVISED: OCTOBER 2009 PAGE 2 OF 3 Construction Manager s approach to, and experience with, trade subcontractor procurement and management , cost control & estimating, quality control, schedule management for fast track projects, safety, independent total building commissioning, and sustainable design & construction Scores from the shortlist phase are not additive with scores from the interview phase, but the Committee reserves the right to consider information provided in the CMQS submittal during the interview phase. 7 PROCESS INFORMATION 1. See the UF MP-17 CM Qualifications Supplements (CMQS 0 & 2) and CMQS Instructions for detailed information on the required submittal. 2. Questions tendered in writing (e-mail sufficient) by 5:00 pm on Monday, April 3, 2017, will be answered by addendum by 5:00 pm on or before Thursday, April 6, 2017. 3. Electronic submission of the required proposal must be received by the University of Florida Planning, Design, & Construction Division at no later than the deadline of 3:00 PM local time on Tuesday, April 11, 2017. Submittals shall not exceed 30MB. If an applicant is applying for multiple categories ( Regular, Small, or Small Emerging Businesses), only one submittal is required, but the Application cover letter must indicate which categories are applicable. Hard-copy, Facsimile (FAX), or e-mailed submittals are not acceptable and will not be considered.

8 Late submittals, unsigned submittals, or those on a form other than the Project -specific CMQS, will be disqualified. Misrouting or late delivery are unacceptable grounds for waiver of this stipulation. 4. All applicants will be notified of the results of the short-listing in writing. The short-listed applicants will be informed of the results via the quickest means possible (phone, fax, e-mail) and will be provided with additional Project information as needed. Unsuccessful applicants will be notified via letter only. 5. Following the interview phase, the committee will make a recommendation to the University Vice-President. All finalists will be notified in writing of the Vice-President s action. Upon approval by the Vice-President, signed contracts will be returned to the selected firms. 9 If negotiations with any of the selected firms are unsuccessful, negotiations will be conducted with the next-ranked firm, upon approval by the Vice-President. 7. Applicants shall direct all questions regarding the process or the results of short-listing and interviews to the PD&C Project Manager, not to other Selection Committee members. A preproposal conference will be held at the Stephen C. O Connell Center, Florida Room from 9:00AM to 11:00AM on March 27, 2017 for the purpose of reviewing selection documentation and requirements.
