6 Theregulation does not apply to Warrant offi-cers (including Commissioned Warrant of-ficers) of the ARNGUS, nor does it applyto Promotion to Reserve general officerg r a d e s . P o l i c i e s c o n c e r n i n g p r o m o t i o n sand Federal recognition of ARNGUS offi-cers within their State vacancy promotionsystems will be under NGR 600-100. Pro-m o t i o n o f w a r r a n t o f f i c e r s ( i n c l u d i n gc o m m i s s i o n e d w a r r a n t o f f i c e r s ) o f t h eARNGUS will be per NGR 600-101. Pro-motion to Reserve general officer gradeswill be per AR and exception proponent of this regulation is theDeputy Chief of Staff , G-1.

7 The DeputyChief of Staff, G-1 has the authority toapprove exceptions or waivers to this reg-ulation that are consistent with controllinglaw and regulations. The proponent maydelegate this approval authority, in writ-ing, to a division chief within the propo-nent agency or its direct reporting unit orfield operating agency, in the grade ofcolonel or the civilian equivalent. Activi-ties may request a waiver to this regula-t i o n b y p r o v i d i n g j u s t i f i c a t i o n t h a tincludes a full analysis of the expectedbenefits and must include formal reviewof the activity s senior legal officer.

8 Allwaiver requests will be endorsed by thecommander or senior leader of the requ-e s t i n g a c t i v i t y a n d f o r w a r d e d t h r o u g ht h e i r h i g h e r h e a d q u a r t e r s t o t h e p o l i c yproponent. Refer to AR 25 30 for management control regulation contains management con-t r o l p r o v i s i o n s i n a c c o r d a n c e w i t h A R11 2, but it does not identify key manage-ment controls that must be u p p l e m e n t a t i o n .
