Providing universal access to Kindergarten is a key enabler to this great start. Access to a quality Kindergarten in the year before school makes a significant contribution to childrens' educational and developmental outcomes now and into the future.

Approved Kindergarten Program. If a service is providing an Approved Kindergarten Program in a Kindergarten Service (rather than in a Long Day Care Service) the service must also be a member of an approved CGB in order to be eligible for the Funding. Foreword The Queensland Government is committed to ensuring a great start for all children, regardless of where they live or their life circumstance. Providing universal access to Kindergarten is a key enabler to this great start. Access to a quality Kindergarten in the year before school makes a significant contribution to childrens' educational and developmental outcomes now and into the future.

2 The Queensland Government is committed to achieving and maintaining universal access to Kindergarten under the Australian Government Preschool Reform Funding Agreement. This commitment includes meeting targets of at least 95% participation, for all children;. 95% participation of Aboriginal and Torres Strait Islander children and; 95% participation for children experiencing vulnerability and/or disadvantage. We can only achieve this target by working in partnership with our early childhood sector who, second only to parents and families, provide Queensland 's children with their first experiences of a safe and nurturing learning environment - a place to play, develop and grow.

3 In addition to Funding Approved Kindergarten programs , the Department is committed to assisting Approved Providers to implement inclusive practices and continuously improve the Approved Kindergarten Program through: supporting services to meet all requirements under the National Quality Framework (NQF);. providing a range of programs and resources to support the delivery of inclusive Approved Kindergarten programs for children or families experiencing vulnerability and/or disadvantage;. supporting Approved Kindergarten Program Providers (KPPs) to ensure availability of quality Early Childhood Teachers (ECTs) and to attract and retain the best and brightest in the profession; and delivering professional development for ECTs.

About this document The Funding Category Guidelines provide information about how to become and remain eligible for Subsidies. It is designed to assist Queensland services that provide an Approved Kindergarten Program through a Kindergarten Service or Long Day Care Service.

9 The following are the key terminology used throughout this document: Approved Provider means a person or entity which has been granted provider approval under the National Quality Framework, and who applies for and receives the Funding for the Approved KPP. The Approved Provider is the legal entity which enters into a contractual and legal relationship with the Department, and is responsible for the Approved KPP reporting on and ensuring compliance with the Funding Category Guidelines. When the Approved Provider completes the Application the Approved Provider is the 'grantee.

10 '. Approved Kindergarten Program Provider (Approved KPP) is a service that holds a service approval under the NQF and has been approved for Funding based on the QKFS. Eligibility Requirements. When the Approved Provider completes the Application the Approved KPP is the 'beneficiary.'.
