The Committee appreciates the early steps the Administration and the Secretary of State have taken to ensure that the United States foreign policy workforce re-flects the richness and diversity of America itself and urges ac-countability in reaching their stated goals.

10 The Committee rec-ommendation includes sufficient resources to enable the Adminis-tration to restore and expand the Department of State and USAID s Foreign Service Officer Corps and Civil Service workforce. The Committee emphasizes that resources are available for req-uisite training, support, and security costs associated with these positions. The Committee notes that the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2022 directs the Attorney General to implement training programs to cover the use of force and de-escalation, racial profiling, implicit bias, and procedural jus-tice, to include training on the duty of federal law enforcement offi-cers to intervene in cases where another law enforcement officer is using excessive force, and make such training a requirement for federal law enforcement officers.
