(1) N ot w it h s tan di n g an ything to the contrary contained in any regulation promulgated under t he A ct , bu t su b ject t o t he provisions of subregulation (2) and REGULATIONS 3, 4 and 5, no person shall sell or import a foodstuff containing an ANTI-CAKING agent . (2) A fo o ds t uff l is t ed i n column I of the Annex may, subject to the provisions of regulation 3, con t ain any of t he ant i -cak ing AGENTS specified opposite to it in column II, subject to the proportions and conditions set out in column III. 3 . A fo o ds t uff l is t e d i n c o l um n I o f t h e A nn e x m ay contain a m ixture of the ANTI-CAKING AGENTS , if com p at i b le, sp eci fi ed o pposite to it in column II, provided the sum of the fractions obtained when t he amo u nt o f each ant i- caking agent used is divided by the maximum amount of such ANTI-CAKING agent listed in column III when used alone does not exceed one.

3 4 . W h ere crit eri a o f p u rit y are lai d d o wn for an ANTI-CAKING agent in the latest version of the Food C hemicals C odex, these criteria shall apply. 5 . S ub j ect t o t h e p rov i si o ns o f reg ulation 3, foodstuffs prepared in part from foodstuffs not listed in col u mn I o f t he An nex an d in part from foodstuffs listed in column I of the Annex shall not contain m ore ANTI-CAKING agent than is permitted for the latter in colum n III of the Annex.
