1 This SOP is the standing instruction to all the ApprovedReliefStandard Operating Procedure for Natural & Man-made disaster.(This SOP is valid for all the Govt. officials within the Cachar District Jurisdiction only). Camp Management:Camp management is dynamic in nature and strives forpromoting a holistic approach for physical, psychological, cultural, social andemotional well-being of camp inhabitants by establishing and maintaining an inclusiveoverview of many aspects and stakeholders involved in the life of a the following guidelines have been formulated to assist district and sub-divisional civil administration and also to non-state sector and civil society foreffective and smooth management of Relief guidelines are illustrativeand decisions may be taken by the Camp Authorities as per demand of the situation,within the larger framework of guiding principles incorporated in up of a Relief Camp.

2 (a)On receipt of report from Revenueofficials, the DC/SDO(C) will order to set up arelief camp at pre-decided location as per District/ Sub-divisional disastermanagement plan. As far as possible, Relief camps should not be set up ineducational institutions.(b)In case new location is to be selected for the camp due to unavoidablecircumstances, following points should be considered for arriving at a decision. Camp should preferably be set up in an existing built up accommodationlike a community hall. It should be located at a safe place which are not vulnerable tolandslides, flood etc. It should be accessible by motor vehicles, if possible. Adequate space for roads, parking s, drainage, should also be there. The area should not be prone to endemic disease like malaria.

3 (c)Wide publicity should be given about the location of the camp and affected peopleshould be evacuated and brought to the camp directly.(d)Emergency Relief materials which include drinking water, food, bedding (mattress,sheets & blankets), baby food, mosquito repellents etc. should be arranged asearly as possible.(e)Control room/ help desk should be setup in the Relief camp immediately.(f)Proper planning and preparedness to make the arrangement (a)The shelter should be such that people have sufficient space forprotection fromadverse effects of the climate.(b)Ensure sufficient warmth, fresh air, security and privacy for their health and well-being.(c)The covered area available per person should be on an average to SOP is the standing instruction to all the Approved(d)Each family should be providedseparate tent, if possible.

4 (e)In warm & humid climates, proper ventilation & protection from direct sunlightmust be ensured.(f)If plastic tents or sheeting are available, provision of an insulating layer or adouble skinned roof may be considered.(g)Tentsshould not be constructed too closely together and reasonable distanceshould be kept between the camps to provide some form of privacy.(h)Priority should be given to widows and women headed households, disabled andelderly people in tent/room distribution.(i)Temporary shelter should neatly be planned and made.(j)Tents with slanting sides should be avoided as they leave no space for with ventilation facilities may be provided to the Administration of the Camp(a)One responsible officer preferablyCO/ASOshould be designated as Camp Officer bythe DC/SDO(C) who will ultimately be responsible for general management of theRelief Camp.

5 He will co-ordinate & supervise the works of other officers in thecamp.(b)One Assistant Camp Officer should be designated to help the camp the Principals/Head Master/Head Mistress will be designated as Asst. CampOfficer and In case of Community Hall or others in the road side Assisting. Officer will beBDO srepresentatives for rural area and in the City areaWard Commissioneror his/herrepresentativesfrom SMB.(c)Administrative structure of the camp should be as follows:Camp Officer (CO/ASO/BDO)Assistant Camp OfficerAll relevant line departments forcamp management like PWD (B), PHE, Health, ASEB etc.(a)Camp Officer/Asst. Officerwill co-ordinate with all the officers/staffdetailed formanagement of various facilities in the camp.(b)Officers of line department detailed in the camp may be allowed to further engagethe assistants from their officers to help them.

6 (c)An inspection and observation register should be maintained in the camp and itshouldInvariablybe made available to visiting team of the senior authorities.(d)Deputy Commissionercum Chairman, DDMA/ADC cum CEO, DDMA/AllADC/SDO(C) should visit the camp as frequently as possible and hold meeting with allthe officers responsible for management of the camp. They should record theirobservation about management of the Camp in inspection register for future reference.(e)As per Disaster Management (DM) Act 2005, DDMAcan direct any Governmentofficer to assist in providing Relief to the person affected by Natural calamities. If theThis SOP is the standing instruction to all the Approvedofficer fails to comply the order he may be prosecuted and punished as per provision ofthe Act.

7 (f)District Authority as per DM Act 2005 can requisition any resources, premises &vehicles needed for rescue & Relief of disaster affected persons and suitablecompensation may be provided to the owners of the same.(g)Negligence in assigned work should not be tolerated and immediate action should betaken against the erring officer.(h)One spare vehicle should be kept on standby basis for 24 the camp.(i)One help desk/ control room/ officer room should be designated where inhabitants canRegistertheir complaints(j)Loudspeaker system should be installed in the camp. Announcement may be madefrom camp office regarding distribution of Relief aid, food, arrangement of medical andother facilities etc.(k)BSNL may be asked to arrange offer telephone/ mobile facilities in the camp forinhabitants.

8 (l)Camp Officer/Asst. Officerwill maintain a Master Register in the Relief Camp in theformatprescribed asAnnexure XI(m)GaonBurah, School Teacher, Lot Mondal or any trust worthy local person may beasked to prepare the preliminarylist which can be scrutinized and cross checked by thecamp officer.(n)Each head of family should be given a ticket as prescribed in Annexure B, at the time ofentry/ registration of the family in the Relief camp. Any adult member of the family willhave toproduce the Ticket to receive any article or aid of Relief . Distribution Officer(nominated by the CO sConcerned)will enter the amount given along with date ofissue in the Ticket and put his signature on it.(o)All the Expenditures for setting up Relief Camp and providing facilities to the camppopulation is admissible under the norms prescribed by the National Disaster ResponseFund (NDRF) and State Disaster Response Fund (SDRF).

9 Note:Field level functionaries of various line departments. AW, ASHA/Teachersetc. on the basis of the areaspecific must present in the Relief Camp for assisting thecamp principles for Management of the Campa)Camp Officer/Asst. Officershould easily be accessible to the camp )Treatevery inhabitant of the camp with dignity and )Ideally camp management should strive to provide facilities so that inhabitants feelcomfortabled)Make effective arrangement for distribution of food and aid to the people in the campe)Special care should be taken to ensure that vulnerable people like disabled, elderly,pregnant women and children get adequate aid and supply of food and other SOP is the standing instruction to all the Approvedf)Sufficient no s of women officers should be engaged in management of the camp andthey should interact with women inhabitants to assess their special needs.

10 (Nominatedby CO s concerned).g)Arrangement should be made to prevent abuse against women and children in )Voluntary Organization& leading citizens may be encouraged and involve inmanagement of Relief )Psychological counselling must be arranged for the families who have lost their )Inhabitants should be involved in management of )Inhabitants should be kept engaged by arranging for TV, Books, News Papers, CaromBoardand other means of )It should be ensured that no officer is required to work for unreasonably long )Officers responsible for management may be made aware that misappropriation ofmoney or materials meant for the Relief will invite )Special drive should be taken against illicit liquor sale in and around the )Press Release should be issued by giving contact Nodal Officer who willaccept and co-ordinate with NGOs & public regarding donation in cash & kind.
