1 REPUBLIC OF THE PHILIPPINES INTER-AGENCY TASK FORCE FOR THE MANAGEMENT OF EMERGING INFECTIOUS DISEASES OMNIBUS GUIDELINES ON THE IMPLEMENTATION OF COMMUNITY QUARANTINE IN THE PHILIPPINES with Amendments as of January 21, 2021 WHEREAS, ArticleII,Section15ofthe1987 ConstitutionprovidesthattheStateshall protectandpromotetherighttohealthofthepe opleandinstillhealthconsciousnessamong them; WHEREAS, ExecutiveOrderNo.( )168, ForcefortheManagementofEmergingInfectiou sDiseases(IATF)tofacilitate inter-sectoral collaborationtoestablishpreparednessande nsureefficientgovernmentresponsetoassess , monitor, contain, control, and prevent the spread of any potential epidemic in the PHILIPPINES ; WHEREAS, Section2(c) localspreadofemerginginfectiousdiseasesi nthecountrythroughtheestablishmentor reinforcementofasysteminscreeningpossibl epatientsinfectedwithemerginginfectious diseases,contacttracing,identificationof themodeofexposuretothevirus,andimplement ation of effective quarantine and proper isolation procedures.

2 WHEREAS,on28 January2020,theIATF convened,andthereafterissuedregular recommendationsforthemanagementofthe2019 NovelCoronaVirusAcuteRespiratory Disease, which is now known as CoronaVirus Disease 2019 (COVID-19); WHEREAS, the18 March2020 MemorandumfromtheOfficeoftheExecutive Secretarydirectedallheadsofdepartments,a gencies,andinstrumentalitiesofgovernment , includingthePhilippineNationalPolice(PNP ),ArmedForceofthePhilippines(AFP),andthe PhilippineCoastGuard(PCG),government-own edandcontrolledcorporations(GOCCs), GovernmentFinancialInstitutions(GFIs),St ateUniversitiesandColleges(SUCs),andLoca l GovernmentUnits(LGUs)toadopt,coordinate, andimplementguidelineswhichtheIATFmay issueontheCOVID-19situation,consistentwi ththerespectiveagencymandatesandrelevant laws, rules, and regulations.

3 WHEREAS, on30 April2020,ExecutiveOrder( ) , imposinganEnhancedCommunityQuarantine(EC Q)inhigh-riskgeographicareasofthe PhilippinesandaGeneralCommunityQuarantin e(GCQ)intherestofthecountryfrom01to15 May2020,adoptingtheOmnibusGuidelinesonth eImplementationthereof,andforother purposes; Omnibus Guidelines on Community Quarantine with Amendments as of January 21, 2021 | 1 REPUBLIC OF THE PHILIPPINES INTER-AGENCY TASK FORCE FOR THE MANAGEMENT OF EMERGING INFECTIOUS DISEASES WHEREAS, theIATF approvedtheGuidelinesontheImplementation oftheModified EnhancedCommunityQuarantine(MECQ)includi ngthezoningconcept,corresponding qualification, and its phased response or intervention. WHEREAS,thereisaneedtoreviseexistingguid elinesoncommunityquarantineto streamline rules which will be applicable to transitional community quarantine classifications; WHEREAS, Omnibus Guidelines on the Implementation of Community Quarantine in the PHILIPPINES .

4 NOW,THEREFORE, inconsiderationofthepremisessetforthhere in,theIATF issues theseamendedOmnibusGuidelinestoharmonize andcodifyexistingguidelinesoftheIATFand member-agenciespertainingtocommunityquar antine,whichshallbeappliedtoallregions, provinces, cities, municipalities and barangays placed under community quarantine. SECTION[1]DEFINITIONOFTERMS. ForpurposesoftheseGuidelines,thefollowin g shall be defined as follows: accommodationpurposesincluding,butnotlim itedto,hotels,resorts,apartmenthotels, touristinns,motels,pensionhouses,private homesusedforhomestay,ecolodges, servicedapartments,condotels,andbedandbr eakfastfacilities.(Asamendedby Paragraph A(1) of IATF Resolution No. 43, June 03, 2020) - refers to the presence of a pre-existing chronic disease condition.

5 Referstothe restrictionofmovementwithin,into,oroutof theareaofquarantineofindividuals,largegr oupsofpeople,orcommunities,designedto reducethelikelihoodoftransmissionofaninf ectiousdiseaseamongpersonsinandto persons outside the affected area. as the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). measuresimposingstringentlimitationsonmo vementandtransportationofpeople,strict regulationofoperatingindustries,provisio noffoodandessentialservices,and heightened presence of uniformed personnel to enforce community quarantine protocols. 6 Limitingmovementandtransportation,regula tionofoperatingindustries,andpresenceof uniformed personnel to enforce community quarantine protocols. referstoservicesprovidedbypublichealth workers[allemployeesoftheDepartmentofHea lth(DOH),DOHH ospitals,Hospitalsof LGUs,andProvincial,City,andRuralHealthUn its,andDrugAbuseTreatmentand RehabilitationCentersincludingthosemanag edbyothergovernmentagencies( policeandmilitaryhospitals/clinics,unive rsitymedicalfacilities),uniformedmedical personnel],privatehealthworkers,suchasbu tnotlimitedtomedicalprofessionals, hospitalandhealthfacilityadministrativea ndmaintenancestaff,andaidesfromprivate healthfacilities,aswellastheirservicepro viders,healthworkersandvolunteersofthe PhilippineRedCrossandtheWorldHealthOrgan ization,andemployeesofHealth MaintenanceOrganizations(HMOs),thePhilip pineHealthInsuranceCorporation (PHIC)

7 ,healthinsuranceproviders,disasterriskre ductionmanagementofficers,and public safety officers. themovementofpeople,goodsandservicesbetw eenprovinces, highlyurbanizedcities,andindependentcomp onentcitiesunderdifferentcommunity ,theNationalCapitalRegionshallbe lockdownsshallbeconsideredasinterzonalmo vementevenifwithinthesameprovince orhighlyurbanizedcity.( , October 15, 2020) themovementofpeople,goodsandservicesbetw eenprovinces, highlyurbanizedcities,andindependentcomp onentcitiesunderthesamecommunity quarantineclassification,withouttransiti ngthroughanareaplacedunderadifferent ,theNationalCapitalRegionshallbeconsider edasone area. ECQandGCQ,whenthefollowingtemporarymeasu resarerelaxedandbecomeless necessary:stringentlimitsonmovementandtr ansportationofpeople,strictregulationof operatingindustries,provisionoffoodandes sentialservices,andheightenedpresenceof uniformed personnel to enforce community quarantine protocols.

9 -referstothetransitionphasebetween GCQandtheNewNormal,whenthefollowingtempo rarymeasuresarerelaxedand becomelessnecessary:limitingmovementandt ransportation,theregulationofoperating industries,andthepresenceofuniformedpers onneltoenforcecommunityquarantine protocols . ,situations,andminimumpublichealth standardsthatwillbeinstitutionalizedinco mmonorroutinepracticesandremaineven afterthepandemicwhilethediseaseisnottota llyeradicatedthroughmeanssuchas generalpublicaswellaspoliciessuchasbanso nlargegatheringsthatwillcontinueto remain in FORCE . referstosuchanumberofemployeesorworkersw hocanbe permittedorrequiredtophysicallyreporttow orkon-siteinaparticularofficeor establishment. -referstotheoperationalcapacitywhichutil izesthe smallest number of people needed for a business or organization to maintain its basic functions.

10 SECTION[2]GUIDELINESFORAREASPLACEDUNDERE NHANCED COMMUNITYQUARANTINE. AreasplacedunderECQshallobservethefollow ing protocols: the ECQ. Omnibus Guidelines on Community Quarantine with Amendments as of January 21, 2021 | 4 REPUBLIC OF THE PHILIPPINES INTER-AGENCY TASK FORCE FOR THE MANAGEMENT OF EMERGING INFECTIOUS DISEASES ,andthemovementofall residentsshallbelimitedtoaccessingessent ialgoodsandservices,andforworkin permitted offices or establishments as well as activities listed hereunder. (15)yearsold,thosewhoareoversixty-fiveye arsofage,those withimmunodeficiency,comorbidity,orother healthrisks,andpregnantwomen, includinganypersonwhoresideswiththeafore mentioned,shallberequiredtoremainin theirresidencesatalltimes,exceptwhenindi spensableunderthecircumstancesfor obtainingessentialgoodsandservices,orfor workinindustriesandofficesorsuchother activitiespermittedinthisSection.
