Superior Court of California, County of Alameda Office of Collaborative Courts oversees the operations and enhancements of various collaborative Court programs throughout the County.

2 The Collaborative Courts work with individuals and families in the criminal justice system to address substance abuse, mental illness and other social welfare issues that contribute to recidivism. These Courts are typically staffed by a multi-disciplinary team including District Attorney and Public Defender staff, and case managers, who may be employed by the Court , a community-based organization, or the County. DESCRIPTION OF SERVICES AND DELIVERABLES Ongoing data collection, cleaning, analysis and reporting allow for the efficient operation of Collaborative Court programs. This data management provides program administrators with essential information about the population that they serve, resource utilization, and the efficacy of programs.

3 Maintaining accurate and reliable data on Collaborative Courts is also essential for meeting the requirements of grant funding and for securing funding to sustain these programs in the future. The Office of Collaborative Courts is seeking a consultant to support on-going collection, cleaning, analysis, and reporting of data across a range of data platforms and, Court staff and justice system partners. The services require the following: - Utilizing software applications for data collection, statistical modeling and graphic analysis ( , Excel, STATA). - Using computers and computer systems (including hardware and software to set up functions, enter data, or process information). - Preparing data for processing by organizing information, checking for inaccuracies, and making recommendations to improve data collection.

4 - Compiling, coding, categorizing, calculating, tabulating, auditing, or verifying data. - Processing large amounts of data for statistical modeling and graphic analysis using computer. - Evaluating business processes and procedural guidelines to ensure data validity and inter-coder reliability. - Importing and exporting data files, including manual data entry where necessary, and extraction and recoding of data for purposes of merging and analyzing related data sets. - Performing other miscellaneous tasks related to data collection, cleaning, analysis and reporting. 5 - Education and work experience in statistics, information management systems, mathematics, business administration, or related social science field with strong focus on quantitative analysis ( , economics, political science, sociology). - Proficiency in the use of appropriate technology, including analytical software. - Knowledge of Microsoft operating systems and office applications. - Effective time management, reliability, and punctuality. - Ability to work professionally and collegially with other staff. - Ability to maintain sensitive and confidential information. - Professional appearance and demeanor at all times. 7 Attachment 2: Court Standard Terms and Conditions If selected, the person or entity submitting a PROPOSAL (the Proposer ) must sign Court Standard Form agreement containing these terms and conditions (the Terms and Conditions ). Attachment 3: Proposer s Acceptance of Terms and Conditions On this form, the Proposer must indicate acceptance of the Terms and Conditions or identify exceptions to the Terms and Conditions. Attachment 4: General Certifications Form The Proposer must complete the General Certifications Form and submit the completed form with its PROPOSAL . Attachment 5: Payee Data Record Form This Payee Data Record form contains information the Court requires in order to process payments and must be submitted with the PROPOSAL .

8 Attachment 6: Darfur Contracting Act Certification The Proposer must complete the Darfur Contracting Act Certification and submit the completed certification with its PROPOSAL . An overview of your experience in providing successful data analysis and management solutions (maximum two pages). B. A response to the following exercise assessing your analytic skills: a. Please provide a written response of no more than three pages to the following hypothetical data challenge: An agency collects data from numerous data sources.

9 The data is organized and analyzed using a variety of different data platforms: some are proprietary, custom-developed solutions and others are standard database programs, such as MS Excel and MS Access. What strategies would you use for integrating different data sets to create an easy to read and simple user dashboard? If you have any examples of dashboards that you think are effective, please include that in your response. C. Provide a Curriculum Vitae and cover letter (maximum two pages). D. All responses must be singled-spaced, using a standard 12-point font (Times New Roman) with 1-inch margins. PROPOSAL CONTENTS Technical & Cost PROPOSAL . The following information must be included in the technical PROPOSAL . A PROPOSAL lacking any of the following information may be deemed non-responsive.

Note that if the Proposer is a sole proprietor using his or her social security number, the social security number will be required before finalizing a contract. The Proposer must submit one (1) original and three (3) copies of each of the technical and cost proposals.
