Community Resources Guide The Early Childhood Council of Hillsborough county , Inc. (ECC) is pleased to provide this resource guide as part of an effort to provide information about supports & services in our community. Each program listed provides serves children from birth to age 8 and their families in Hillsborough county . Most services are provided free or at low cost to families . The Early Childhood Council was founded in 1983 to increase community awareness and access to services for young children with special needs. Today, ECC continues its rich tradition of advocacy, education, and innovation on behalf of all children .
