2 O Directs that commanders appoint in writing, individuals to manage the commandsupport/ Safety related programs (para 1-4j(12)).o Revises the function of commanders to conduct Aviation Accident -preventionsurveys at least annually and surveys of functional areas/sub-area within 60days of a new Program manager being appointed (paras 1-4j(16) and 2-11).o Provides guidance on the establishment and use of Aviation Mishap Prevention ( Safety ) Information bulletin Boards (paras 1-4m(6)(s) and 2-13).o States that the Aviation Safety non-commissioned officer should act asrecorder for the Enlisted Safety Council in units where an Enlisted SafetyCouncil is established and maintain liaison between the Enlisted SafetyCouncil and the Commander s Safety Council (paras 1-4r(3) and 1-4r(4)).

4 T h i s n e w p a m p h l e t i m p l e -ments the Army Aviation Safety Programestablished to promote Safety within theArmy Aviation community through educa-t i o n a n d t h e a p p l i c a t i o n o f i n f o r m a t i o nand techniques oriented to Aviation , in-cluding unmanned aircraft systems. Thepamphlet defines procedures to be usedby the Safety component of protecting theforce to be an integral part of Army avia-tion operations and integrates CompositeRisk Management into existing commandprocesses. This pamphlet implements ther e q u i r e m e n t s o f A R 3 8 5 1 0 a n d o t h e This pamphlet applies tot h e A c t i v e A r m y , t h e A r m y N a t i o n a lGuard/Army National Guard of the UnitedStates, and the Army Reserve, unlessotherwise stated.

5 This pamphlet applies toall active duty Army military personnelon or off a DOD installation; to the ArmyNational Guard/Army National Guard ofthe United States and the United StatesArmy Reserve personnel while in a mili-tary duty status and to all Army civilianpersonnel in a duty status and on or off aDOD installation, and to all persons atany time on an Army installation. Duringmobilization, the proponent may modifyc h a p t e r s a n d p o l i c i e s c o n t a i n e d i n t h i spamphlet as required to meet mobilizationrequirements, unless otherwise and exception proponent for this pamphlet is theChief of Staff, Army.

6 The proponent hasthe authority to approve exceptions to thispamphlet that are consistent with control-ling law and regulations. The proponenthas delegated approval authority to Officeof the Director of Army Safety , Office ofthe Chief of Staff, Army. The proponentmay delegate this approval authority, inwriting, to a division chief within the pro-ponent agency or its direct reporting unitor field operating agency, in the grade ofcolonel or the civilian equivalent. Activi-ties may request a waiver to this pamphletby providing justification that includes afull analysis of the expected benefits andmust include a formal review by the activ-ity s senior legal officer.
