All municipalities that act as Water Services Authorities (WSA's), are required by the Water Services Act (Act 108 of 1997) to produce a Water Services Development Plan (WSDP) for their water and sewerage (sanitation) systems. The purpose of the WSDP. is to ensure effective planning and communication by the SALDANHA Bay MUNICIPALITY (SBM) as the WSA, and to assist in effective monitoring and evaluation.

2 The areas that fall under the SBM area of jurisdiction include the towns Hopefield, Langebaan, Vredenburg, SALDANHA , St. Helena Bay, Jacobsbay and Paternoster. 2. POPULATION ESTIMATES. The total population for the SBM management area, according to Census 2001. Statistics, was 70441 in 2001. The current population as calculated from the SBM data is estimated at 92 931. CURRENT WATER AND SANITATION SERVICES BACKLOGS. WATER. At present, all consumers within the SBM urban areas have access to at least a basic level of water supply. The government's target with regard to water services is that all people within South Africa should have access to at least a functioning basic water supply facility by 2008. Some of the rural areas still contain some backlogs, which are currently being addressed by SBM. SALDANHA have a current water services backlog of 68 households. SBM is committed to ensure that this backlog is eradicated before 2008. SANITATION. At present, almost all the consumers within the SBM area have access to at least a basic sanitation facility. The government's target with regard to sanitation services is that all the people within South Africa should have access to at least a functioning basic sanitation facility by 2010.

4 Other than the rural areas (143 households), SALDANHA is the only town where approximately 811 households are still without basic sanitation facilities. SBM is currently addressing these backlogs. The following table indicate the manner in which SBM committed themselves towards addressing the sanitation backlogs before 2008. Targets for addressing backlogs Sanitation (Households). Current Area 2004 2005 2006 2007 2008. Backlog SALDANHA 954 292 800 800 0 0. 4. WATER RESOURCES. The Berg River SALDANHA Scheme (WCDM) supply SALDANHA Bay MUNICIPALITY with bulk water. SBM monitor their groundwater sources on a regular basis. All water bought from the WCDM is measured at the various off-take points from the SALDANHA Berg River Bulk Supply Scheme. 2005-07-07/20632V001(ENG)/NG. 2. 206320KS0 : SALDANHA BAY MUNICIPALITY : WATER SERVICES DEVELOPMENT PLAN : EXECUTIVE SUMMARY. The WCDM is currently busy with the following study, with regard to future sources to meet the growing demands: Pre-feasibility study of potential water sources for the area served by the WCDM.

5 The purpose of the study is to determine the current situation of water demand versus supply and to determine the more feasible future options for additional water sources, for the area served by the West Coast District MUNICIPALITY . The current situation of water demand versus supply for the area supplied by the West Coast District MUNICIPALITY was determined through the first phases of the study. The more feasible options to be studied further at pre-feasibility level were determined through an initial screening process at reconnaissance level. The most feasible options determined through the initial screening phase and to be studied further at pre-feasibility level, include the following: Alien vegetation clearing. 24 River Canal Scheme. Michell's Pass River Diversion Low lift pumps at Misverstand. Elandsfontein and Adamboerskraal Aquifers Systems. Water quality. 5. WATER QUALITY MONITORING. Potable water is analysed on a regular basis to ensure that it complies with the minimum standards as set out in legislation.

6 Water taken from the source for urban and rural areas are monitored by the WCDM and the quality is according to the World Health Organisation guidelines. More details are included in Chapter of the 2005/2006. WSDP of SBM. All water supplied by water service providers, intended to be used for drinking and domestic purposes (potable water), must be of a quality consistent with SABS 241. (Specifications for Drinking Water). SBM is in a position to give their customers the guarantee that the water they supply is safe and of high quality and comply with SABS 241. 2005-07-07/20632V001(ENG)/NG. 3. 206320KS0 : SALDANHA BAY MUNICIPALITY : WATER SERVICES DEVELOPMENT PLAN : EXECUTIVE SUMMARY. The Compulsory National Standards (Regulations under Section 9 of the Water Services Act) on quality of potable water state that a WSP must include a suitable programme for sampling the quality of potable water provided by it to consumers in its WSDP. SBM. perform sampling of potable water at various off-takes.

7 The intention of this regulation is to ensure that WSAs provide potable water that is safe for human consumption, suitable for drinking, for preparation of food, for personal hygiene and not harmful to water supply installations and domestic appliances. 6. WATER CONSERVATION/WATER DEMAND MANAGEMENT (WC/WDM). A water demand management programme enables SBM to protect its water resources and ensure that water is used efficiently and effectively. The implementation of WC/WDM can have a significant impact in ensuring, effective, affordable and sustainable water services with social, economic and environmental benefits. The current annual (2004) measured water losses for the entire SALDANHA is approximately Ml ( %). There was a significant decrease in water losses since 2003, when the losses were Ml ( %). SBM are committed to develop a WC/WDM. strategy whereby the water losses will be kept under 10 %. Education and public information programmes are used by SBM to promote the effective and efficient use of water.

8 A meter maintenance and replacement programme is also in place but will be improved. SBM is not currently involved in any working for water programmes in its area of jurisdiction. 7. WATER AND SANITATION PROJECTS. In addition to the eradication of services backlogs mentioned earlier, water and sanitation projects must be undertaken to expand, upgrade and rehabilitate the water and sewerage systems. GENERAL. In Chapter of the 2005/2006 WSDP of SBM detail is given regarding the MUNICIPALITY 's existing infrastructure and new infrastructure to be built.

9 The types of infrastructure include groundwater, surface water, pump stations and reservoir infrastructure. The existing infrastructure is in a good condition. Information on the amount of water abstracted, the amount of water supplied to consumers and the total physical losses are included in the water balance that was done by SBM. This information can be found under Chapter of the 2005/2006 WSDP of SBM. Sections on water services institutional arrangements, customer services profile and the financial profile are also included in the 2005/2006 WSDP. The financial profile includes information on capital expenditure sources of capital income, operating costs, tariffs, total income and expenditure and metering and billing of water and sanitation services. 9. CONCLUDING REMARKS. The current WSDP was compiled by making use of the available information supplied by the SBM's Water Services Management Team members and various consultants. Public comments received after the distribution of the WSDP to the public, will be incorporated into the 2005/2006 WSDP.
