4 We celebrated the 20th anniversary of the South African Constitution that was signed into law by former President Nelson Mandela, marking an exceptional moment in South Africa s history. A cornerstone of our democracy remains the commitment to improve the quality of basic education by consistently reviewing the gains made over the years and being responsive to the systemic gaps that have emerged. The Class of 2016 is the third cohort of Grade 12 learners to have written the National Senior certificate (NSC) examination based on the Curriculum and Assessment Policy Statement (CAPS). The 2016 cohort also recorded the highest enrolment in the history of public Examinations in South Africa with a total of 674 652 full time candidates registered for the 2016 NSC examination.

5 Whilst this is encouraging, I remain concerned about the high proportion of learners, who, due to a range of factors, were not able to complete grade 12 with their peers in 2016. One hundred and eight thousand seven hundred and forty two (108 742) of these learners in the 2016 cohort were progressed to Grade 12. Of this number, 67 510 wrote the examination and 43,5% (28 384) candidates passed the examination and will achieve the NSC. Their achievement is encouraging as they would otherwise have dropped out of the system without a qualification. I also remain encouraged by the continued increase in the number of Grade 12 learners qualifying for access to Bachelor Studies each year and remain confident that it is possible for the sector to aspire to reach the target of an increased number of youth achieving an NSC qualification by Report provides education officials, principals, teachers, parents and social partners with a picture of individual schools Performance in the 2016 NSC examination.

6 Schools that perform consistently well are acknowledged and their good practices must be shared within professional learning communities at Subject Committee Meetings and other professional forums that bring the teaching corps together. The Report also showcases schools that have performed at a consistently high level, achieving a pass rate of 100% over the last five years. This is a noteworthy achievement and the Performance of these schools must be applauded and celebrated. I appreciate and acknowledge the hard work, sacrifice and sheer effort made by our teachers, learners, parents, guardians, School managers, district and provincial officials, and wider School communities who heeded our call to support the sector s commitment to improve the quality of teaching and learning, and learner attainment in all our schools during the 2016 academic year.

7 In preparation for the new academic year ahead of us, I urge all schools and their communities to set new targets for excellence and to continue to invest their best efforts to improve the quality of teaching and learning. schools that perform consistently well must be acknowledged and their good practices must be shared Foreword3 NATIONAL SENIOR certificate 2016 - SCHOOLS Performance REPORT1. IntroduCtIonIn this Report , the overall results of schools in the country are packaged into a national Report which allows for easy access by principals of schools and all officials based either at the national, provincial or district levels, that engage with learner Performance . The School information is presented based on the 81 districts and indicates the number of candidates who wrote seven subjects in the examination and the number that obtained the NSC this year.

8 This Schools Performance Report should be read together with the following three reports on the 2016 National SeniorCertificate published by the Department of Basic Education:a) The 2016 National Senior certificate Examination Report ;b) the National Subject Report , which provides the results of selected subjects, per individual School ; andc) the National Diagnostic Report , which analyses learner- Performance in key subjects, identifies areas of poor Performance and recommends appropriate remedial measures in each of the , these four reports provide a holistic evaluation of the 2016 sCope oF tHe School Performance reportThis Report provides information about the Performance of all schools that wrote the 2016 NSC Examination in public, special and independent schools.

9 It also provides data on the overall Performance of these schools over a three-year period so that a School is presented with a snapshot of its Performance over the given each School that participated in the 2016 NSC Examination, this Report details the number of candidates that wrote the examination, the number of candidates that achieved the NSC and the pass percentage in each of the three years (2014 to 2016). It also provides a list of schools that obtained 100% and those that obtained below 40% over a period of five years, utILIsAtIon oF tHe sCHooLs Performance reportThis Report can be used by School managers, subject advisors, curriculum specialists and district planners to do a quick comparative analysis of the overall Performance of schools within a circuit, cluster or district.

10 The data presented in this Report enables every School to keep track of their Performance over time so that each institution is able to compare their current Performance with the previous years to measure progress made and innovations required in the next School year. Being the third year of the implementation of the NSC examination based on CAPS, schools will be able to track their Performance in the last three Examinations . The Report would also help Education officials to identify consistently underperforming schools, so as to target their interventions appropriately. Schools that continue to underperform must reflect deeply on how to improve learner outcomes and should consider collaborating with better performing schools so that this shared experience can build a stronger professional schooling community and contribute towards improved Performance .
